Abstract
Peningkatan aktivitas logistik di Pelabuhan Tanjung Perak menuntut optimalisasi infrastruktur guna mendukung kebijakan penertiban kendaraan Over Dimension Over Load (ODOL). Upaya ini selaras dengan komitmen global dalam Sustainable Development Goals (SDGs) 8, 9, dan 11. PT Pelabuhan Indonesia (Persero) berencana membangun Transit Area di lokasi bekas Gedung PT BJTI sebagai fasilitas penyaringan terpusat yang terintegrasi dengan Buffer Area. Ketiadaan studi komprehensif terkait dampak lalu lintas akibat fasilitas baru ini berisiko menciptakan titik kemacetan baru. Oleh karena itu, penelitian ini bertujuan merancang dan mengevaluasi sistem manajemen lalu lintas yang optimal. Kinerja segmen ruas jalan dan titik pertemuan arus (merging/diverging) dianalisis berdasarkan Pedoman Kapasitas Jalan Indonesia (PKJI) 2023, sementara kinerja internal fasilitas dievaluasi menggunakan teori antrean, dilanjutkan dengan simulasi swept path analysis pada tiga alternatif layout. Hasil evaluasi merekomendasikan Alternatif 2 (Tata Letak Diagonal) sebagai desain tata letak internal terbaik karena menawarkan keunggulan fungsional berupa segregasi jalur khusus bagi truk pelanggar ODOL serta luasnya pelataran Gudang Transfer (9 SRP). Desain ini juga mampu mengakomodasi jarak antrean yang aman sehingga mencegah luapan antrean ke jalan raya (zero queue spillback). Untuk sirkulasi eksternal, diterapkan rekayasa Cascading Buffer System dan flow reversal dengan mendistribusikan truk ke Buffer Area Teluk Lampung (60 SRP) dan Prapat Kurung (25 SRP). Pembebanan lalu lintas teralihkan (diverted traffic) membuktikan distribusi beban yang efektif. Pada akhir tahun proyeksi (2033), Derajat Kejenuhan (DJ) maksimum pada titik pemencaran arus (diverging) tetap terkendali sebesar 0,661 (LOS C) dan pada titik penggabungan arus (merging) sebesar 0,640 (LOS B), sehingga efisiensi operasional pelabuhan terjamin tanpa mematikan fungsi jalan raya.

The increase in logistics activity at Tanjung Perak Port demands infrastructure optimization to support the Over Dimension Over Load (ODOL) vehicle regulation policy. This effort aligns with the global commitments of Sustainable Development Goals (SDGs) 8, 9, and 11. PT Pelabuhan Indonesia (Persero) plans to construct a Transit Area at the former PT BJTI building site as a centralized screening facility integrated with the Buffer Area. The absence of a comprehensive traffic impact study for this new facility poses a risk of creating new congestion points. Therefore, this study aims to design and evaluate an optimal traffic management system. Road segments and traffic conflict points (merging/diverging) performances were analyzed based on the Indonesian Highway Capacity Manual (PKJI) 2023, while internal facility performance was evaluated using queuing theory, followed by swept path analysis simulations on three alternative layouts. The evaluation results recommend Alternative 2 (Diagonal Layout) as the best internal layout design due to its functional advantages in providing a segregated lane for ODOL violators and a spacious Transfer Warehouse yard (9 SRP). This design accommodates a safe stacking distance, thereby absolutely preventing queue spillback onto the public road. For external circulation, a Cascading Buffer System and flow reversal engineering are applied, distributing trucks to the Teluk Lampung (60 SRP) and Prapat Kurung (25 SRP) Buffer Areas. Diverted traffic assignment demonstrates effective load distribution. By the end of the projection year (2033), the maximum Degree of Saturation (DJ) at the diverging points remains controlled at 0.661 (LOS C) and at the merging points at 0.640 (LOS B), ensuring port operational efficiency without paralyzing the highway function.
