Abstract

Klaster industri songkok di Kabupaten Gresik merupakan salah satu sentra produksi terbesar di Indonesia, dengan lebih dari 1.142 unit usaha aktif, menyerap sekitar 12.400 tenaga kerja, dan menghasilkan nilai produksi Rp 105,3 miliar pada tahun 2023. Klaster ini masih menghadapi tantangan berupa ketergantungan pada pemasok tunggal bahan baku, lemahnya koordinasi kelembagaan, terbatasnya regenerasi SDM, rendahnya inovasi produk, serta belum optimalnya penetrasi pasar ekspor. Penelitian ini menganalisis kondisi klaster melalui Value Chain Analysis, Diamond Porter Model, dan Cluster Life Cycle Model (CLC), mengidentifikasi pemangku kepentingan beserta perannya, mengidentifikasi dan memitigasiHouse of Risk (HoR). Data dikumpulkan melalui wawancara, observasi, dan data sekunder hingga tahun 2024, diasumsikan statis pada periode pengamatan. Hasil analisis menunjukkan klaster berada pada fase ketiga (Growing atau Developing) dengan skor rata-rata 2,8 dari skala 4, di mana dimensi kolaborasi tertinggal (skor 2,0). House of Risk (HoR) mengidentifikasi delapan agen risiko prioritas (82% dari total CARP 27.437), dengan ketergantungan pemasok tunggal (A1, CARP=4.443) sebagai risiko tertinggi. Konvergensi keempat framework mengungkap tiga masalah struktural utama, sehingga dirumuskan empat strategi pengembangan ketahanan rantai pasok, kapasitas SDM dan inovasi, kelembagaan klaster, dan penetrasi ekspor yang diproyeksikan mendorong transisi klaster menuju fase Mature dalam 3 sampai 5 tahun.

Songkok industry cluster in Gresik Regency is one of the largest production centers in Indonesia, comprising more than 1,142 active business units, employing approximately 12,400 workers, and generating a production value of IDR 105.3 billion in 2023. The cluster still faces challenges, including structural dependence on a single raw material supplier, weak institutional coordination, limited human resource regeneration, low product innovation, and underdeveloped export market penetration. This study analyzes the existing condition of the cluster using Value Chain Analysis, the Diamond Porter Model, and the Cluster Life Cycle (CLC) Model, identifies stakeholders and their roles, identifies and mitigates supply chain risks using the House of Risk (HoR) method, and formulates development strategies for the cluster. Data were collected through interviews, field observations, and secondary data up to 2024, and were assumed to be static during the observation period. The results show that the cluster is positioned in the third phase (Growing or Developing), with an average score of 2.8 out of 4, where the collaboration dimension lags behind at a score of 2.0. The first stage of House of Risk (HoR) identified eight priority risk agents contributing to 82% of the total CARP of 27,437, with dependence on a single raw material supplier (A1, CARP = 4,443) emerging as the highest risk consistently across all stakeholder perspectives. The convergence of findings from the four frameworks reveals three main structural problems, leading to the formulation of four development strategies strengthening supply chain resilience, enhancing human resource capacity and product innovation, strengthening cluster institutions and governance, and accelerating export market penetration which are projected to drive the cluster's transition toward the Mature phase within 3 to 5 years.
