Abstract

Penelitian ini menganalisis rencana implementasi Advanced Metering Infrastructure (AMI) di wilayah kerja PT PLN (Persero) UP3 Kediri. Meningkatnya kebutuhan energi listrik serta tuntutan terhadap efisiensi sistem distribusi mendorong perlunya pemantauan yang akurat dan real-time melalui sistem metering berbasis digital. AMI menawarkan solusi digital yang mendukung pengambilan keputusan berbasis data, khususnya dalam mengidentifikasi kehilangan energi, meningkatkan efisiensi operasional, serta mendukung pengembangan smart grid. Dengan dukungan smart meter, jaringan komunikasi, Head-End System (HES), dan Meter Data Management System (MDMS), AMI memungkinkan komunikasi dua arah, otomatisasi pengukuran, dan deteksi gangguan secara real-time. Studi ini menentukan lokasi terbaik untuk implementasi AMI dari 11 lokasi alternatif menggunakan pengambilan keputusan multi-kriteria yang dikombinasikan dengan analisis tekno-ekonomi. Metode Simple Additive Weighting (SAW) digunakan untuk mengevaluasi dan memberi peringkat lokasi alternatif berdasarkan kriteria teknis, operasional, ekonomi, dan investasi. Hasil menunjukkan bahwa ULP Tulungagung memiliki nilai preferensi tertinggi sebesar 0,8025, diikuti oleh ULP Blitar (0,7779) dan ULP Grogol (0,6705), sehingga ketiga lokasi tersebut menjadi prioritas utama implementasi AMI. Dari perspektif ekonomi, seluruh alternatif menghasilkan NPV positif yang menunjukkan kelayakan finansial investasi. Nilai NPV tertinggi diperoleh ULP Tulungagung sebesar Rp84,09 miliar, diikuti ULP Kediri Kota sebesar Rp61,98 miliar dan ULP Blitar sebesar Rp61,46 miliar dengan asumsi umur proyek 10 tahun. Nilai IRR seluruh alternatif berkisar antara 11,8% hingga 17,3%, lebih tinggi dari tingkat diskonto 8,22%, sedangkan PP berada pada rentang 5,0 hingga 6,0 tahun. Selain itu, seluruh lokasi memiliki BCR lebih besar dari satu dan hasil simulasi Monte Carlo menunjukkan Expected NPV agregat sebesar Rp516,57 miliar dengan probabilitas kerugian 0%. Hasil penelitian menunjukkan bahwa ULP Tulungagung merupakan alternatif terbaik berdasarkan kombinasi prioritas teknis, kelayakan ekonomi, dan tingkat risiko investasi dalam implementasi AMI.

This study analyzes the implementation plan for Advanced Metering Infrastructure (AMI) in the working area of PT PLN (Persero) UP3 Kediri. Increasing electricity demand and demands for distribution system efficiency drive the need for accurate, real-time monitoring through a digital-based metering system. AMI offers a digital solution that supports data-driven decision-making, particularly in identifying energy losses, improving operational efficiency, and supporting smart grid development. Supported by smart meters, a communication network, a Head-End System (HES), and Meter Data Management System (MDMS), AMI enables two-way communication, measurement automation, and real-time fault detection. This study identified the best locations for AMI implementation from 11 alternative locations using multi-criteria decision-making combined with techno-economic analysis. The Simple Additive Weighting (SAW) method was used to evaluate and rank alternative locations based on technical, operational, economic, and investment criteria. The results show that the ULP Tulungagung has the highest preference score of 0.8025, followed by the ULP Blitar (0.7779), and the ULP Grogol (0.6705), making these three locations the top priority for AMI implementation.
From an economic perspective, all alternatives yielded a positive NPV, indicating the financial feasibility of the investment. The highest NPV was achieved by the ULP Tulungagung at IDR 84.09 billion, followed by the ULP Kediri Kota at IDR 61.98 billion, and the ULP Blitar at IDR 61.46 billion, assuming a 10-year project life. The IRR for all alternatives ranged from 11.8% to 17.3%, higher than the 8.22% discount rate, while the PP ranged from 5.0 to 6.0 years. All locations had a BCR greater than one, and Monte Carlo simulation results showed an aggregate Expected NPV of IDR 516.57 billion with a 0% probability of loss. The results of the study show that ULP Tulungagung is the best alternative based on a combination of technical priorities, economic feasibility, and investment risk levels in implementing AMI.
