Abstract

Indonesia telah mengembangkan dan mendistribusikan sepeda motor listrik serta menerapkan berbagai strategi untuk meningkatkan minat dan permintaan masyarakat. Namun, realisasi penjualan sepeda motor listrik masih jauh dari target yang telah ditetapkan pemerintah. Kondisi ini menunjukkan bahwa masih diperlukan strategi yang lebih efektif untuk meningkatkan minat masyarakat Indonesia terhadap sepeda motor listrik. Berbagai faktor diketahui berperan dalam mendorong dan menarik keberhasilan komersialisasi produk, baik yang berasal dari sisi produsen maupun konsumen. Oleh karena itu, penelitian ini bertujuan untuk mengeksplorasi faktor-faktor pendorong (push factors) dan faktor-faktor penarik (pull factors) yang memengaruhi komersialisasi sepeda motor listrik, serta merumuskan kebijakan yang dapat mendukung proses komersialisasi di Indonesia. Metode Fuzzy Delphi digunakan untuk mengidentifikasi dan memilih faktor-faktor yang dianggap penting dalam komersialisasi sepeda motor listrik. Berdasarkan hasil kajian literatur dan wawancara terbuka dengan experts, teridentifikasi 41 factor pendorong dan penarik komersialisasi. Hasil analisis Fuzzy Delphi menghasilkan 26 faktor kemudian digunakan untuk simulasi sistem dinamik. Hasil simulasi menunjukkan beberapa kebijakan yang berpotensi mendukung pencapaian target penggunaan sepeda motor listrik di Indonesia, yaitu: (1) peningkatan masa garansi sepeda motor listrik hingga 10 tahun; (2) pemberian insentif berupa pembebasan pajak tahunan bagi pengguna; (3) pemberian insentif Pajak Pertambahan Nilai (PPN) guna menurunkan harga jual sepeda motor listrik; serta (4) percepatan pembangunan dan perluasan sebaran Stasiun Pengisian Kendaraan Listrik Umum (SPKLU). Implementasi kebijakan tersebut diharapkan dapat mengurangi kecemasan pengguna terkait ketersediaan energi selama perjalanan serta meningkatkan tingkat adopsi sepeda motor listrik di Indonesia.

Indonesia has developed and distributed electric motorcycles and implemented various strategies to increase public interest and demand. However, actual sales of electric motorcycles remain far below the targets set by the government. This situation indicates a need for more effective strategies to boost Indonesian consumers interest in electric motorcycles. Various factors originating from both producers and consumers are known to influence successful product commercialization. Therefore, this study aims to explore the push and pull factors that affect the commercialization of electric motorcycles and to formulate policies that can support the commercialization process in Indonesia. The Fuzzy Delphi Method was used to identify and select the factors considered important for commercialization. Based on a literature review and open interviews with experts, 41 push and pull factors were identified. Fuzzy Delphi analysis reduced these to 26 factors, which were then used in a system dynamics simulation. The simulation results indicate several policies that could potentially support achievement of national electric motorcycle adoption targets: (1) extending electric motorcycle warranty periods to up to 10 years; (2) providing incentives in the form of annual tax exemptions for users; (3) offering value‑added tax (PPN) incentives to lower electric motorcycle retail prices; and (4) accelerating the development and spatial expansion of public electric vehicle charging stations (SPKLU). Implementation of these policies is expected to reduce users’ range anxiety regarding energy availability during trips and to increase adoption rates of electric motorcycles in Indonesia.
