Abstract

The development of organizational culture is closely linked to the process of dissemination and adoption of cultural values by each member of the organization. Agent-based simulation is used to model the spread of organizational culture, referring to the dimensions of human interaction identified through a systematic literature review and categorized into three levels of interaction, i.e., personal aspects, interpersonal interactions, and personal-system interaction. This research contributes to the development of an entropy-based cultural alignment framework and a Multistage dissemination model that displays the gradual adoption of cultural values. This model represents cultural adoption as a progressive cognitive process that includes the stages of gain insight, start to shift, higher engagement, and turn-back. In addition, the influence power model is developed to represent the influence of leader agents as a dynamic dissemination mechanism based on aspects of interpersonal interactions. The evaluation framework combines cultural entropy, cultural alignment score (CAS), and employee adoption of organizational values (ENVOA) to assess dissemination outcomes. Simulation results show that the modified Axelrod model results in rapid cultural homogenization, while the multistage dissemination model allows gradual alignment while maintaining cultural diversity and subgroup structure. Experimental results indicate that cultural entropy alone is insufficient to evaluate dissemination outcomes, while CAS and ENVOA provide complementary measures for aligning interpersonal and organizational values. Leadership is the most influential factor in the dissemination of organizational cultural values, while bottom-up value formulation and cross-functional workplace design consistently produce the highest cultural alignment and the lowest entropy. The multistage dissemination model and evaluation framework present a more comprehensive and behaviorally natural approach to organizational culture development.

Pengembangan budaya organisasi memiliki keterkaitan yang kuat dengan proses diseminasi dan adopsi nilai-nilai budaya oleh setiap anggota organisasi. Agent-based simulation digunakan untuk memodelkan penyebaran budaya organisasi, mengacu pada dimensi interaksi manusia yang diidentifikasi melalui systematic literature review dan dikategorikan ke dalam tiga tingkat interaksi, yaitu personal aspects, interpersonal interactions, dan personal-system interaction. Penelitian ini berkontribusi dalam mengembangkan kerangka penyelarasan budaya berbasis entropi dan multistage dissemination model yang menampilkan adopsi nilai budaya secara bertahap. Model ini merepresentasikan adopsi budaya sebagai proses kognitif progresif yang mencakup tahap gain insight, start to shift, higher engagement, dan turn-back. Selain itu, model influence power dikembangkan untuk merepresentasikan pengaruh agen leader sebagai mekanisme diseminasi yang dinamis berdasarkan aspek inter-personal interactions. Kerangka evaluasi menggabungkan entropi budaya, cultural alignment score (CAS), dan employee adoption of organizational values (ENVOA) untuk menilai hasil diseminasi. Hasil simulasi menunjukkan bahwa model Axelrod yang dimodifikasi menghasilkan homogenisasi budaya yang cepat, sedangkan model multistage dissemination memungkinkan penyelarasan secara bertahap serta mempertahankan keragaman budaya dan struktur subkelompok. Hasil eksperimen menunjukkan bahwa entropi budaya saja tidak cukup untuk mengevaluasi hasil diseminasi, sementara CAS dan ENVOA memberikan ukuran pelengkap untuk menyelaraskan nilai interpersonal dan nilai organisasi. Kepemimpinan merupakan faktor paling berpengaruh dalam penyebaran nilai budaya organisasi, sedangkan perumusan nilai bottom-up dan desain tempat kerja lintas fungsi secara konsisten menghasilkan keselarasan budaya tertinggi serta entropi terendah. Multistage dissemination model dan kerangka evaluasi menyajikan pendekatan yang lebih komprehensif dan natural secara perilaku dalam pengembangan budaya organisasi.
