Abstract

Pengembangan kompetensi karyawan merupakan faktor penting dalam meningkatkan kinerja dan daya saing organisasi. Salah satunya melalui kegiatan pembelajaran berbasis social learning seperti kegiatan learn and share sebagai sarana knowledge sharing antar karyawan. Untuk mengoptimalkan efektivitas program secara berkelanjutan diperlukan pendekatan evaluasi yang tidak hanya mengukur tingkat capaian pembelajaran secara deskriptif tetapi juga mampu mengintegrasikan perspektif kepentingan pengelola program dalam menentukan aspek yang paling strategis untuk ditingkatkan. Penelitian ini bertujuan untuk mengukur tingkat learning effectiveness berdasarkan persepsi peserta pada kegiatan learn and share di perusahan semen nasional, menentukan bobot kepentingan setiap dimensi evaluasi menggunakan metode Analytical Hierarchy Process (AHP) dan mengidentifikasi prioritas perbaikan berdasarkan Importance Performance Analysis (IPA). Data performance yang diperoleh melalui total sampling dari 101 kegiatan learn and share selama periode tahun 2025, serta data importance yang diperoleh melalui purposive sampling dari 3 responden expert unit KICM menggunakan kuesioner pairwise comparison AHP. Hasil penelitian menunjukkan learning effectiveness keseluruhan (87,18%), termasuk dalam kategori sangat efektif berdasarkan kriteria Sugiyono (2013). Learning delivery memperoleh nilai tertinggi (87,78%), diikuti oleh instructor competency (87,61%), dan learning environment support (85,92%). Hasil ini dikonfirmasi oleh butir validasi eksternal yang memperoleh nilai (88,87%) menujukkan konsistensi antara pengukuran objektif dengan persepsi peserta. Pembobotan AHP menghasilkan learning delivery sebagai dimensi dengan bobot tertinggi (0,4023), sedangkan sub-kriteria tertinggi pada studi kasus/latihan (LES3) memiliki bobot global tertinggi (0,2363). Seluruh matriks perbandingan berpasangan memenuhi syarat konsistensi dengan Consistency Ratio (CR) ≤ 0,10. Pemetaan IPA dengan titik potong X=4,3588 dan Y= 0,0909 mengidentifikasi sub-kriteria (LES3) sebagai satu satunya prioritas perbaikan utama yang berada pada kuadran I (Concentrate Here) dengan importance tertinggi (0,2363) namun performance dibawah rata rata (4,2988). Berdasarkan temuan tersebut, perusahaan disarankan memprioritaskan peningkatan kualitas studi latihan/kasus melalui penyusunan bank studi kasus berbasis konteks industri semen serta penetapan standar alokasi waktu minimum untuk sesi tersebut.

One way to achieve this is through social learning-based activities, such as “learn and share” sessions, which serve as a platform for knowledge sharing among employees. To continuously optimize the program’s effectiveness, an evaluation approach is needed that not only measures learning outcomes descriptively but also integrates the perspectives of program managers in identifying the most strategic areas for improvement. This study aims to measure the level of learning effectiveness based on participants’ perceptions of “learn and share” activities at a national cement company, determine the weight of importance for each evaluation dimension using the Analytical Hierarchy Process (AHP) method, and identify improvement priorities based on Importance-Performance Analysis (IPA). Performance data were obtained through total sampling of 101 “learn and share” activities during the year 2025, while importance data were obtained through purposive sampling of 3 expert respondents from the KICM unit using an AHP pairwise comparison questionnaire. The results of the study indicate that overall learning effectiveness (87.18%) falls into the “highly effective” category based on Sugiyono’s (2013) criteria. Learning delivery received the highest score (87.78%), followed by instructor competency (87.61%) and learning environment support (85.92%). These results were confirmed by the external validation item, which scored 88.87%, indicating consistency between objective measurements and participants’ perceptions. The AHP weighting identified learning delivery as the dimension with the highest weight (0.4023), while the highest-ranked subcriterion, case studies/exercises (LES3), had the highest overall weight (0.2363). All pairwise comparison matrices met the consistency criterion with a Consistency Ratio (CR) ≤ 0.10. IPA mapping with cut-off points of X = 4.3588 and Y = 0.0909 identified the sub-criterion (LES3) as the sole key improvement priority located in Quadrant I (“Concentrate Here”), with the highest importance (0.2363) but below-average performance (4.2988). Based on these findings, the company is advised to prioritize improving the quality of training studies/case studies by developing a case study bank based on the cement industry context and establishing minimum time allocation standards for these sessions.
