Abstract
Industri konstruksi merupakan sektor yang sangat dipengaruhi oleh ketidakpastian dalam rantai pasok, khususnya ketidakpastian yang berasal dari pemasok material, seperti keterlambatan pengiriman, ketidaksesuaian spesifikasi, dan penurunan kualitas material yang dapat menyebabkan keterlambatan proyek, pembengkakan biaya, serta penurunan reputasi perusahaan. Hal ini menjadi krusial karena biaya material memiliki proporsi total biaya proyek konstruksi yang tinggi, sehingga pemilihan pemasok memiliki pengaruh signifikan terhadap kinerja serta biaya proyek secara keseluruhan. Penelitian ini bertujuan untuk melakukan segmentasi pemasok dengan mengintegrasikan metode Purchasing Portfolio Matrix (PPM) dan Supplier Potential Matrix (SPM) untuk mempertimbangkan karakteristik material berdasarkan dimensi profit impact dan supply risk, serta karakteristik pemasok berdasarkan dimensi supplier capabilities dan supplier willingness. Pembobotan kriteria dilakukan menggunakan integrasi Analytical Hierarchy Process (AHP) dan Best-Worst Method (BWM) untuk memperoleh bobot yang konsisten dan representatif, yang kemudian digunakan dalam proses penilaian dan segmentasi pemasok. Hasil penelitian menunjukkan bahwa pemasok PT X tersegmentasi ke dalam empat kategori yang seluruhnya berada pada dimensi Leverage Items dan Non-Critical Items dengan tingkat kapabilitas yang tinggi, namun terbagi berdasarkan perbedaan tingkat profit impact material dan willingness pemasok untuk menjalin kerja sama. Strategi manajemen pemasok yang dirumuskan untuk masing-masing segmen memiliki tingkat spesifikasi yang lebih tinggi dibandingkan pendekatan yang selama ini diterapkan PT X, sehingga berpotensi meningkatkan efektivitas alokasi sumber daya manajerial dan efisiensi pengelolaan rantai pasok secara keseluruhan.

The construction industry is a sector highly susceptible to supply chain uncertainty, particularly uncertainty arising from material suppliers, such as delivery delays, specification non-conformance, and material quality degradation, which can lead to project delays, cost overruns, and reputational damage to the company. This becomes critical given that material costs constitute a substantial proportion of total construction project costs, making supplier selection decisions a significant determinant of overall project cost performance. This study aims to conduct supplier segmentation by integrating the Purchasing Portfolio Matrix (PPM) and Supplier Potential Matrix (SPM) to account for material characteristics based on the dimensions of profit impact and supply risk, as well as supplier characteristics based on the dimensions of supplier capabilities and supplier willingness. Criteria weighting was performed using an integration of the Analytical Hierarchy Process (AHP) and Best-Worst Method (BWM) to obtain consistent and representative weights, which were subsequently applied in the supplier assessment and segmentation process. The results indicate that PT X's suppliers are segmented into four categories, all of which fall within the Leverage Items and Non-Critical Items dimensions with uniformly high capability levels, yet are differentiated by varying degrees of material profit impact and supplier willingness to engage in collaborative relationships. The supplier management strategies formulated for each segment demonstrate a higher degree of specificity compared to PT X's existing approach, thereby offering the potential to improve managerial resource allocation effectiveness and overall supply chain management efficiency.
