Abstract

Peningkatan kebutuhan energi listrik menuntut PT PLN (Persero) untuk menjaga keandalan sistem distribusi, yang sangat bergantung pada ketersediaan Material Distribusi Utama (MDU) seperti kabel, kubikel, dan transformator. Pengelolaan MDU di Unit Induk Distribusi (UID) Banten masih menerapkan kebijakan supply chain terpusat (centralized) yang memberikan keuntungan agregasi permintaan, namun kurang responsif terhadap variasi kebutuhan unit serta memiliki lead time pengadaan yang relatif panjang, sehingga berpotensi menimbulkan kekosongan material (stockout). Kebijakan supply chain terdesentralisasi (decentralized) menawarkan fleksibilitas pengadaan dengan lead time yang lebih pendek, sehingga meminimalisir kekosongan material (stockout). Penelitian ini bertujuan untuk membandingkan efektivitas kebijakan centralized dan decentralized dalam pengelolaan MDU di PT PLN (Persero). Metode yang digunakan adalah simulasi Monte carlo untuk memodelkan ketidakpastian permintaan dan service level, serta mengevaluasi kinerja sistem berdasarkan tingkat stockout, service level, dan total biaya persediaan. Hasil penelitian diharapkan dapat memberikan rekomendasi kebijakan pengadaan yang lebih optimal dalam meningkatkan keandalan distribusi dan efisiensi pengelolaan persediaan di PT PLN (Persero).

The increasing demand for electrical energy requires PT PLN (Persero) to maintain the reliability of its distribution system, which is highly dependent on the availability of Main Distribution Materials (MDM), such as cables, cubicles, and transformers. At the Banten Distribution Main Unit (UID Banten), MDM management currently applies a centralized supply chain policy that provides demand aggregation benefits but is less responsive to variations in unit-level demand and is characterized by relatively long procurement service level, potentially causing material shortages (stockouts). As an alternative, a decentralized supply chain policy offers greater procurement flexibility with shorter service level. This study aims to compare the effectiveness of centralized and decentralized procurement policies in managing MDM at PT PLN (Persero). The Monte carlo simulation method is employed to model demand and service level uncertainty and to evaluate sistem performance based on stockout levels, service level, and total inventory costs. The expected results of this study are recommendations for a more optimal procurement policy to improve distribution reliability and inventory manajemen efficiency at PT PLN (Persero).
