Abstract

Bali sebagai destinasi wisata utama Indonesia menghadapi ancaman tsunami yang signifikan. Ancaman ini berdampak luas pada pengguna nonlokal yang, sebagai novice user tanpa pengetahuan awal mengenai konteks geografi setempat, bergantung penuh pada working memory sehingga rentan mengalami beban kognitif berlebih. Antarmuka peta risiko aplikasi InaRISK Personal milik BNPB belum pernah dievaluasi dari sisi beban kognitif dan usabilitas untuk kelompok ini. Penelitian ini mengukur beban kognitif dan usabilitas antarmuka tersebut, mengidentifikasi sumber utama beban, dan menyusun rekomendasi perancangan ulang. Beban kognitif diukur dengan Leppink Cognitive Load Scale yang memisahkan intrinsic (ICL), extraneous (ECL), dan germane load (GCL), sedangkan usabilitas diukur dengan model PACMAD. Desain between-subject diterapkan pada 18 pengguna nonlokal (9 WNI dan 9 WNA) melalui skenario darurat tsunami disertai think-aloud. Data dianalisis secara eksploratif dengan median, uji Mann-Whitney U, dan ukuran efek. Hasil menunjukkan beban didominasi ECL yang tinggi dan nyaris setara pada kedua kelompok (median 8,00 dan 8,33 dari 10), sementara GCL rendah, menandakan beban bersumber dari cara penyajian informasi. WNA turut menanggung beban intrinsik tambahan (median ICL 8,00) akibat minimnya pengetahuan awal konteks kebencanaan Indonesia, serta membutuhkan waktu dan melakukan error sekitar tiga kali lebih banyak dengan ukuran efek besar. Kepuasan kedua kelompok sama-sama rendah. Task menampilkan layer bahaya menjadi hambatan terbesar (difficulty index 0,778). Lima pain point utama (81,6% keluhan) menjadi dasar prototipe redesain yang menampilkan lapisan risiko secara default dan tervalidasi melalui feedback kualitatif yang cukup memuaskan pengguna.

As Indonesia's primary tourist destination, Bali faces a significant tsunami threat. This threat weighs on nonlocal users, novice users without prior knowledge of the local context who rely on limited working memory and are prone to cognitive overload. The risk map interface of BNPB's InaRISK Personal application had never been evaluated for this group's cognitive load and usability. This study measures the interface's cognitive load and usability, identifies the main sources of load, and formulates redesign recommendations. Cognitive load was measured with the Leppink Cognitive Load Scale, separating intrinsic (ICL), extraneous (ECL), and germane load (GCL), while usability was measured with the PACMAD model. A between-subject design was applied to 18 nonlocal users (9 Indonesian citizens, 9 foreign nationals) through a tsunami emergency scenario with think-aloud. The data were analyzed exploratively using medians, Mann-Whitney U tests, and effect sizes. Results show load was dominated by high, nearly equal ECL in both groups (median 8.00 and 8.33 of 10) with low GCL, indicating the load stems from how information is presented. Foreign users also carried added intrinsic load (median ICL 8.00) due to limited prior knowledge of Indonesia's disaster context, taking about three times longer and making about three times more errors, with large effect sizes. Satisfaction was equally low in both groups. Displaying the hazard layer was the biggest obstacle (difficulty index 0.778). Five main pain points (81.6% of complaints) grounded a redesign prototype showing the risk layer by default, validated through qualitative feedback that quite satisties the users.
