Abstract
Transisi energi dan pertumbuhan kendaraan listrik menuntut pengembangan Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) yang tidak hanya layak secara teknis, tetapi juga sesuai dengan kebutuhan pengguna dan terkendali risikonya. Penelitian ini bertujuan: (1) mengidentifikasi risiko dan subrisiko penempatan SPKLU berdasarkan pain points pengguna melalui Design Thinking; (2) menentukan bobot prioritas risiko menggunakan Analytical Hierarchy Process (AHP); dan (3) merekomendasikan lokasi pengembangan SPKLU berdasarkan profil risiko. Penelitian menggunakan pendekatan mixed-method dengan fase empathize dan define terhadap 52 responden pengguna kendaraan listrik, dilanjutkan dengan penyusunan Risk Breakdown Structure, penilaian expert judgment, pembobotan probabilitas dan dampak menggunakan AHP, serta pemetaan risiko melalui risk matrix dan weighted scoring pada 12 lokasi di wilayah kerja PLN UID Jakarta Raya. Hasil penelitian menunjukkan bahwa waktu tunggu, keandalan charger dan sistem digital, keamanan, kesesuaian lokasi dengan pola mobilitas, serta fasilitas pendukung merupakan pain points utama pengguna. Hasil AHP menempatkan risiko regulasi dan perizinan sebagai kategori dominan dengan bobot 0,577, diikuti risiko operasional 0,266, risiko teknis 0,092, dan risiko sosial-ekonomi 0,065. Tiga subrisiko dengan prioritas tertinggi adalah ketidakpastian perizinan bangunan dan lahan sebesar 0,296, antrean panjang sebesar 0,219, dan ketidaksesuaian tata ruang DKI Jakarta sebesar 0,146. Pemeringkatan lokasi merekomendasikan Kantor PLN Bulungan dengan skor risiko 1,253, SPKLU Center Menteng 1,506, dan Kemang (Triboon) 2,230 sebagai lokasi berisiko rendah, sedangkan Pondok Indah (Posko YANTEK) 2,774 dan Kuningan (Graha BNI) 3,039 layak dikembangkan dengan mitigasi. Integrasi Design Thinking dan AHP menghasilkan kerangka pemilihan lokasi SPKLU yang menggabungkan pengalaman pengguna dan prioritas risiko sehingga dapat mendukung keputusan pengembangan yang lebih terukur, andal, dan berorientasi pada pengguna.

The energy transition and the growth of electric vehicles require the development of Public Electric Vehicle Charging Stations (SPKLU) that is not only technically feasible but also responsive to user needs and supported by effective risk control. This study aims to: (1) identify risks and subrisks in SPKLU site selection based on user pain points through Design Thinking; (2) determine risk-priority weights using the Analytical Hierarchy Process (AHP); and (3) recommend SPKLU development sites based on their risk profiles. A mixed-methods approach was applied by conducting the empathize and define phases with 52 electric-vehicle users, followed by the development of a Risk Breakdown Structure, expert-judgment assessment, AHP-based weighting of risk probability and impact, and risk mapping using a risk matrix and weighted scoring across 12 sites within the PLN UID Jakarta Raya service area. The results indicate that waiting time, charger and digital-system reliability, security, alignment of locations with mobility patterns, and supporting facilities are the main user pain points. The AHP results rank regulatory and permitting risk as the most dominant category with a weight of 0.577, followed by operational risk at 0.266, technical risk at 0.092, and socioeconomic risk at 0.065. The three highest priority subrisks are uncertainty in building and land permits at 0.296, long queues at 0.219, and incompatibility with the DKI Jakarta spatial plan at 0.146. The site ranking recommends the PLN Bulungan Office with a risk score of 1.253, Menteng SPKLU Center at 1.506, and Kemang (Triboon) at 2.230 as low-risk sites, while Pondok Indah (Posko YANTEK) at 2.774 and Kuningan (Graha BNI) at 3.039 remain feasible with mitigation. The integration of Design Thinking and AHP provides a site-selection framework that combines user experience with risk priorities, thereby supporting more measurable, reliable, and user-oriented SPKLU development decisions.
