Abstract
Strategi pemerintah digital yang matang mutlak diperlukan untuk mengoptimalkan pencapaian sistem pemerintahan, sejalan dengan Peraturan Presiden Nomor 12 Tahun 2025. Saat ini, Pemerintah Kota Surabaya sebagai salah satu Smart City belum memiliki metode perumusan maupun dokumen strategi pemerintah digital yang komprehensif. Oleh karena itu, penelitian ini bertujuan mengembangkan metode perumusan strategi menggunakan kerangka kerja Design Science Research. Pengembangan metode dilakukan melalui ekstraksi kerangka analitis David, Ward & Peppard, dan Araujo et al., yang selanjutnya diperkaya dengan komponen COBIT 2019, Dimensi ITIL v4, dan Peraturan Presiden Nomor 12 Tahun 2025. Hasil penelitian membuktikan bahwa metode berhasil dikembangkan menjadi 4 tahapan utama (Input, Matching 1, Matching 2, Decision Stage) dan 10 langkah operasional. Metode ini terbukti valid melalui uji expert judgement dengan nilai Percentage Agreement sebesar 94,3%. Implementasi metode pada Pemerintah Kota Surabaya berhasil merumuskan 140 alternatif strategi yang terbagi ke dalam Business IS Strategies, IT Strategies, dan IS/IT Management Strategies. Luaran strategi ini telah dikonfirmasi oleh pakar sebagai artefak demonstrasi yang valid dan dapat dijadikan acuan awal bagi perumusan strategi pemerintah digital yang sesungguhnya.

A mature digital government strategy is essential to optimize the achievement of government systems, in accordance with Presidential Regulation Number 12 of 2025. Currently, the Surabaya City Government, despite being a Smart City, lacks both a formulation method and a comprehensive digital government strategy document. Therefore, this study aims to develop a strategy formulation method utilizing the Design Science Research framework. The method was developed by extracting the analytical frameworks of David, Ward & Peppard, and Araujo et al., which were further enriched with COBIT 2019 components, ITIL v4 dimensions, and Presidential Regulation Number 12 of 2025. The results demonstrate that the method was successfully developed into 4 main stages (Input, Matching 1, Matching 2, and Decision Stage) and 10 operational steps. The method proved valid through expert judgment testing, achieving a Percentage Agreement score of 94.3%. The implementation of this method on the Surabaya City Government successfully formulated 140 alternative strategies, categorized into Business IS Strategies, IT Strategies, and IS/IT Management Strategies. This strategy output has been confirmed by experts as a valid demonstration artifact and can serve as an initial reference for the actual formulation of a digital government strategy.
