Abstract
Implementasi Undang-Undang Perlindungan Data Pribadi (UU PDP) sejak Oktober 2024 menjadi tantangan bagi organisasi seperti PT Integrasi Logistik Cipta Solusi (ILCS) karena keterbatasan sumber daya, infrastruktur, dan pemahaman regulasi. Penelitian ini bertujuan untuk merumuskan sebuah framework strategis yang adaptif untuk mendukung proses kepatuhan terhadap UU PDP di organisasi. Metodologi penelitian mencakup Comparative Policy Analysis (CPA) terhadap regulasi global (GDPR, CCPA, PIPL), Organizational Readiness Analysis (ORA) melalui survei kuantitatif terhadap 48 responden tim pengembang sistem, serta validasi melalui Regulatory Alignment Evaluation untuk memastikan kesesuaian hukum dan Expert Assessment untuk menguji aspek praktis. Hasil CPA mengidentifikasi sembilan dimensi analisis utama yang menjadi fondasi substansi framework. Hasil ORA di PT ILCS menunjukkan tingkat kesiapan menengah (moderate readiness) dengan indeks tertinggi pada dimensi Governance (61,46), diikuti Technical Safeguards (59,79), dan Awareness (51,22). Berdasarkan sintesis hasil CPA dan ORA, dikembangkan Adaptive Governance-Centered PDP Implementation Framework (AGC-PIF) yang mengintegrasikan governance sebagai penggerak utama kepatuhan melalui Control Catalog berisi 195 kontrol implementasi. Penelitian ini memberikan kontribusi metodologis melalui sintesis CPA dan ORA dalam perumusan AGC-PIF. Hasil Regulatory Alignment Evaluation menunjukkan AGC-PIF mengakomodasi 100% area utama UU PDP. Selain itu, Expert Assessment dari praktisi memberikan nilai rata-rata 4,55 dari 5,00, yang mengkategorikan framework ini "Sangat Layak" untuk diterapkan. Kesimpulannya, AGC-PIF divalidasi dalam konteks perusahaan logistik digital dan dapat diadaptasi untuk sektor sejenis guna menyediakan panduan implementasi yang terukur dalam mempercepat pemenuhan kewajiban regulasi UU PDP.

The implementation of the Personal Data Protection Law (UU PDP) since October 2024 poses significant challenges for organizations such as PT Integrasi Logistik Cipta Solusi (ILCS) due to limited resources, infrastructure, and regulatory understanding. This study aims to formulate an adaptive strategic framework to support the UU PDP compliance process within the organization. The research methodology encompasses Comparative Policy Analysis (CPA) of global regulations (GDPR, CCPA, PIPL), Organizational Readiness Analysis (ORA) via quantitative surveys of system development teams, and validation through Regulatory Alignment Evaluation to ensure legal compliance and Expert Assessment to evaluate practical aspects. CPA results identified nine key analysis dimensions that serve as the framework’s substantive foundation. ORA results at PT ILCS indicated a moderate readiness level, with the highest index in the Governance dimension (61.46), followed by Technical Safeguards (59.79), and Awareness (51.22). Based on the synthesis of the CPA and ORA findings, the Adaptive Governance-Centered PDP Implementation Framework (AGC-PIF) was developed, positioning governance as the primary driver of regulatory compliance through a Control Catalog comprising 195 implementation controls. In doing so, this study makes a methodological contribution by synthesizing CPA and ORA in the development of the AGC-PIF. Regulatory Alignment Evaluation results demonstrated that AGC-PIF accommodates 100% of the key areas regulated under the UU PDP. Furthermore, Expert Assessment by practitioners yielded an overall average score of 4.55 out of 5.00, categorizing the framework as "Highly Feasible" for implementation. In conclusion, AGC-PIF has been validated within the context of a digital logistics company and is adaptable to similar sectors, providing measurable implementation guidance to accelerate compliance with the regulatory obligations of the UU PDP.
