Abstract

Pengembangan sistem transmisi di Indonesia menghadapi permasalahan ketidakseimbangan antara pasokan dan beban, seiring dengan belum memadainya beberapa infrastruktur ketenagalistrikan yang berdampak pada keterbatasan kapasitas transmisi dan penurunan stabilitas sistem. Untuk menjawab permasalahan tersebut, penelitian ini mengevaluasi lima skenario pengembangan sistem transmisi, mulai dari kondisi eksisting hingga integrasi berbagai teknologi peningkatan kapasitas dan stabilitas, dengan tujuan mengidentifikasi alternatif pengembangan yang paling efisien dan adaptif. Kelima skenario tersebut disandingkan dan dibandingkan berdasarkan analisis manfaat–biaya serta uji sensitivitas terhadap perubahan kurs dan tingkat diskonto menggunakan indikator Levelized Cost of Energy Transmitted (LCOET), sehingga karakteristik risiko finansial dan kinerja teknis masing-masing skenario dapat dianalisis secara komprehensif. Hasil perbandingan menunjukkan bahwa setiap skenario memiliki tingkat LCOET dan sensitivitas yang berbeda sesuai dengan struktur teknis dan komposisi investasinya, di mana skenario dengan integrasi transmisi dan Flexible AC Transmission System (FACTS) menawarkan keseimbangan terbaik antara peningkatan kapasitas, stabilitas sistem, dan ketahanan finansial. Dengan demikian, skenario tersebut diharapkan mampu menjadi alternatif pengembangan sistem transmisi yang paling efisien dan berkelanjutan untuk menyelesaikan permasalahan transmisi yang ada.

The development of the power transmission system in Indonesia faces significant challenges due to the imbalance between supply and demand. This issue is exacerbated by inadequate electrical infrastructure, which results in transmission capacity constraints and diminished system stability. To address these problems, this study evaluates five transmission system development scenarios, ranging from the existing conditions to the integration of various technologies designed to enhance capacity and stability. The primary objective is to identify the most efficient and adaptive development alternative. These five scenarios are compared through a cost-benefit analysis and a sensitivity analysis regarding exchange rate fluctuations and discount rates, utilizing the Levelized Cost of Energy Transmitted (LCOET) indicator. This approach allows for a comprehensive analysis of the financial risk characteristics and technical performance of each scenario. The comparative results demonstrate that each scenario yields distinct LCOET values and sensitivity levels, corresponding to their specific technical structures and investment compositions. Findings indicate that the scenarios integrating transmission networks with FACTS (Flexible AC Transmission System) offers the optimal balance between capacity expansion, system stability, and financial resilience. Consequently, this scenarios is proposed as the most efficient and sustainable alternative for the development of the transmission system to resolve existing infrastructural limitations.
