Abstract
Aksesibilitas menuju Taman Nasional Bromo Tengger Semeru (TNBTS) dari Kecamatan Poncokusumo, Kabupaten Malang, masih terkendala kondisi jalan eksisting yang sempit dan berliku, sehingga rawan macet dan kecelakaan serta menghambat perkembangan ekonomi lokal. Merujuk Peraturan Presiden Nomor 80 Tahun 2019 tentang percepatan pembangunan ekonomi kawasan, penelitian ini bertujuan merancang geometrik dan perkerasan lentur Jalan Jarak Ijo–Jemplang sebagai jalur alternatif menuju TNBTS. Pemilihan trase optimal dilakukan menggunakan metode Multi-Criteria Analysis (MCA) dengan kriteria kelerengan, panjang trase, pembebasan lahan, serta volume galian dan timbunan, dilanjutkan dengan perancangan alinemen horizontal dan vertikal berdasarkan Pedoman Desain Geometrik Jalan (PDGJ) 2021, perhitungan volume galian timbunan, dan perencanaan tebal perkerasan lentur untuk umur rencana 20 tahun. Penelitian ini dibatasi pada perencanaan geometrik dan perkerasan lentur dasar, tanpa mencakup analisis drainase, struktur pendukung, maupun AMDAL. Hasil penelitian berupa dokumen teknis perencanaan jalan yang dapat menjadi acuan pengembangan infrastruktur guna mendukung konektivitas dan pariwisata berkelanjutan di kawasan TNBTS. Perencanaan geometrik jalan berupa kriteria pemilihan trase, alinemen horizontal, dan alinemen vertikal mengacu pada Pedoman Desain Geometrik Jalan No. 20/SE/Db/2021 dan perencanaan perkerasan lentur berdasarkan beban lalu lintas mengacu pada Manual Desain Perkerasan Jalan No. 03/M/BM/2024. Alternatif trase jalan dipilih melalui analisis multi kriteria (matriks zero-one) dan trip assignment dianalisis menggunakan metode davidson. Data-data yang digunakan merupakan data sekunder yang diperoleh dari instansi-instansi terkait. Pemilihan trase dilakukan menggunakan metode multi kriteria matriks zero-one dengan kriteria panjang trase, kemiringan medan, luas pembebasan lahan, dan volume galian timbunan. Hasil analisis menunjukkan Trase 1 nilai pembobotan 0,769, sedangkan Trase 2 memperoleh 0,231. Trase terpilih memiliki panjang 14.656.809 km. Perencanaan geometrik pada ruas Jarak Ijo–Jemplang menghasilkan 52 tikungan tipe S-C-S pada alinemen horizontal, serta 29 PVI pada alinemen vertikal yang terdiri atas 15 lengkung cembung dan 14 lengkung cekung, dengan volume galian dan timbunan masing-masing sebesar 1776383.01 m³ dan 1366564.59 m³, sehingga diperoleh volume total sebesar 3142947.6 m³. Pada perencanaan perkerasan lentur dengan umur rencana 20 tahun, digunakan jenis perkerasan AC dengan perbaikan tanah dasar melalui stabilisasi semen setebal 20 cm untuk lajur utama dan 16 cm untuk bahu jalan, dengan struktur perkerasan lajur utama terdiri atas AC-WC 50 mm, LFA-A 220 mm, dan LFA-B 150 mm, sedangkan bahu jalan terdiri atas AC-WC 50 mm, LFA-A 160 mm, dan LFA-B 110 mm.

Accessibility to Bromo Tengger Semeru National Park (TNBTS) from Poncokusumo District, Malang Regency, remains constrained by narrow, winding roads that cause frequent congestion and accident risks, hindering local economic growth. In line with Presidential Regulation No. 80 of 2019 on regional economic acceleration, this study designs the geometric alignment and flexible pavement of the Jarak Ijo–Jemplang Road as an alternative route to TNBTS. The optimal route was selected using Multi-Criteria Analysis (MCA) based on terrain slope, route length, land acquisition, and cut-and-fill volume, followed by horizontal and vertical alignment design per the 2021 Road Geometric Design Guidelines (PDGJ), cut-and-fill volume calculation, and flexible pavement thickness design for a 20-year service life. The study is limited to basic geometric and pavement planning, excluding drainage, supporting structures, and environmental impact assessment (EIA). The result is a comprehensive technical road planning document to guide future infrastructure development and support connectivity and sustainable tourism in the TNBTS area. Road geometric planning follows the Road Geometric Design Guidelines No. 20/SE/Db/2021, while flexible pavement design is based on the Road Pavement Design Manual No. 03/M/BM/2024. Route selection used the zero-one matrix multi-criteria method, and trip assignment was analyzed using the Davidson method, based on secondary data from relevant institutions. Route selection using the zero-one matrix multi-criteria method, based on route length, terrain slope, land acquisition area, and cut-and-fill volume, identified Route 1 (14.656.809 km) as optimal, with a weighting score of 0.769 versus 0.231 for Route 2. Geometric planning for the Jarak Ijo–Jemplang section resulted in 52 S-C-S curves for horizontal alignment and 29 PVIs for vertical alignment (15 crest, 14 sag curves), with cut and fill volumes of 1776383.01 m³ and 1366564.59 m³, yielding a net volume of 3142947.6 m³. The flexible pavement design, planned for a 20-year service life, uses AC pavement type with subgrade improvement via cement stabilization 20 cm thick for the main lanes and 16 cm for the shoulders., comprising AC-WC 50 mm, Aggregate Base Class A 220 mm, and Class B 150 mm on the main lane, and AC-WC 50 mm, Class A 160 mm, and Class B 110 mm on the shoulder.
