Abstract
Implementasi proyek energi terbarukan berbasis komunitas merupakan sistem sosio-teknis yang kompleks: keberhasilannya tidak hanya ditentukan oleh keandalan teknologi, tetapi juga oleh kapasitas pengelolaan lokal, penerimaan masyarakat, dan tata kelola operasional yang berkelanjutan. Penelitian ini mengidentifikasi Critical Success Factors (CSF) pada implementasi proyek penyediaan air bersih berbasis Pembangkit Listrik Tenaga Surya (PLTS) off-grid terintegrasi Internet of Things (IoT) di Desa Cokrokembang, Pacitan. Studi kasus tunggal kualitatif dilakukan melalui wawancara semi-terstruktur terhadap tiga belas informan dari lima kelompok pemangku kepentingan: petani pengguna, engineer sistem, teknisi pengelola, siswa SMK, dan tokoh masyarakat. Data dianalisis menggunakan reflexive thematic analysis berbantuan ATLAS.ti dan menghasilkan rantai audit 143 kutipan, 19 kode, dan enam tema; keabsahan dijaga melalui triangulasi sumber lima perspektif, thick description, jejak audit terdokumentasi, serta member checking kepada pengelola operasional sistem. Keenam tema merekonstruksi dinamika sosio-teknis proyek, dari kelangkaan air dan manfaat yang segera dirasakan, penerimaan sosial dan partisipasi warga, hingga arsitektur pengelolaan berlapis dan keberlanjutan yang ditopang IoT. Dari tema tersebut teridentifikasi empat belas CSF dalam enam kategori tema serta tiga barriers (keraguan sosial awal, kerentanan teknis perangkat, dan ketergantungan cuaca); dua CSF, yakni kelembagaan pengelola lokal resmi dan dana cadangan pemeliharaan, belum terpenuhi dan menjadi risiko paling kritis bagi keberlanjutan sistem. Keempat belas CSF kemudian dipetakan ke sepuluh Knowledge Areas PMBOK membentuk Project Success Factor (PSF) Matrix berdimensi 14 kali 10 dengan keterkaitan utama terkonsentrasi pada Stakeholder, Resource, Communications, Quality, dan Risk Management, alih-alih Schedule dan Cost Management, menegaskan karakter proyek yang digerakkan komunitas. PSF Matrix ini dapat digunakan sebagai daftar periksa kualitatif kesiapan proyek energi terbarukan berbasis komunitas yang serupa.

The implementation of community-based renewable energy projects constitutes a complex socio-technical system in which success is determined not only by technological reliability but also by local management capacity, social acceptance, and sustainable operational governance. This study identifies the Critical Success Factors (CSFs) in the implementation of a clean water supply project based on an off-grid solar photovoltaic (PV) system integrated with the Internet of Things (IoT) in Cokrokembang Village, Pacitan, Indonesia. A qualitative single case study was conducted through semi-structured interviews with thirteen informants representing five stakeholder groups: farmers as end users, system engineers, operating technicians, vocational school students, and a community leader. The data were analyzed using reflexive thematic analysis assisted by ATLAS.ti, producing an auditable chain of 143 quotations, 19 codes, and six themes; trustworthiness was maintained through source triangulation across the five perspectives, thick description, a documented audit trail, and member checking with the system's operational manager. The six themes reconstruct the socio-technical dynamics of the project, from initial water scarcity and immediately perceived benefits, through social acceptance and community participation, to layered management arrangements and IoT-supported sustainability. From these themes, fourteen CSFs grouped into six thematic categories and three barriers (initial social hesitancy, hardware vulnerability, and weather dependency) were identified; two CSFs, a formal local management institution and a maintenance reserve fund, remain unfulfilled and constitute the most critical risks to system sustainability. The fourteen CSFs were then mapped onto the ten PMBOK Knowledge Areas to form a 14 by 10 Project Success Factor (PSF) Matrix, whose primary linkages concentrate on Stakeholder, Resource, Communications, Quality, and Risk Management rather than on Schedule and Cost Management, underscoring the community-driven character of the project. The PSF Matrix serves as a practical qualitative checklist for assessing the readiness of similar community-based renewable energy projects.
