Abstract

Kegiatan industri hulu migas memiliki karakteristik operasional yang masif serta berpotensi menimbulkan berbagai aspek dan dampak lingkungan yang signifikan. Kegiatan seperti pemboran, pengolahan fluida, serta pengelolaan limbah dapat mempengaruhi kualitas air, udara, tanah, serta ekosistem di sekitar wilayah operasi. Oleh karena itu, diperlukan suatu pendekatan yang sistematis dalam mengidentifikasi dan mengevaluasi aspek serta dampak lingkungan sebagai dasar dalam perencanaan program sistem manajemen lingkungan yang efektif dan berkelanjutan serta patuh terhadap peraturan lingkungan.
Metode yang digunakan pada penelitian ini diantaranya, wawancara & diskusi, observasi lapangan dengan metode kuesioner dan ceklis, serta studi pustaka. Metode analisis pada penelitian ini menggunakan metode deskriptif analitis untuk penentuan aspek dan dampak lingkungan berdasarkan kebijakan perusahaan dan regulasi nasional yang kemudian yang dihubungkan dengan matriks risiko BUMN untuk menentukan tingkat risiko. Penelitian ini juga menggunakan metode Analytical Hierarchy Process (AHP) untuk pengambilan
keputusan terkait usulan rencana program lingkungan yang akan diterapkan.
Hasil penelitian menunjukkan bahwa kegiatan operasional PT P memiliki aspek lingkungan signifikan diantaranya emisi udara, limbah cair, limbah B3, kebisingan, potensi tumpahan minyak, penurunan kualitas tanah dan air, serta kontribusi terhadap emisi gas rumah kaca. Berdasarkan hasil penilaian risiko, beberapa kegiatan memiliki tingkat risiko tinggi hingga sedang terutama akibat tumpahan hidrokarbon dan pengelolaan limbah B3. Pengendalian risiko yang telah diterapkan perusahaan terbukti mampu menurunkan tingkat risiko lingkungan menjadi risiko kategori sedang hingga rendah. Dari analisis tersebut, dirumuskan usulan program SML (Sistem Manajemen Lingkungan) yang meliputi penguatan pengendalian pencemaran,
peningkatan efektivitas pengelolaan limbah B3, serta peningkatan kepatuhan terhadap regulasi lingkungan dan implementasi ISO 14001:2015. Penelitian ini menunjukkan bahwa analisis aspek dan dampak lingkungan menjadi dasar dalam perencanaan program SML guna mendukung pengelolaan lingkungan yang berkelanjutan pada perusahaan.

Upstream oil and gas industry activities have complex operational characteristics and have the potential to generate various significant environmental aspects and impacts. Activities such as drilling, fluid processing, and waste management can affect the quality of water, air, soil, and ecosystems surrounding the operational area. Therefore, a systematic approach is needed to identify and evaluate environmental aspects and impacts as a basis for planning an effective and sustainable environmental management system program that complies with environmental regulations.
The methods used in this research included interviews and discussions, field observations using questionnaires and checklists, and literature review.
The analysis method used is descriptive-analytical to determine environmental aspects and impacts based on company policies and national regulations, which are then linked to the State-owned enterprise risk matrix to determine the level of risk. This study also used the Analytical Hierarchy Process (AHP) method for decision making regarding proposed environmental program plans to be implemented.
The results indicate that PT P's operational activities have significant environmental aspects, including air emissions, liquid waste, hazardous waste, noise, potential oil spills, soil and water quality degradation, and contribution to
greenhouse gas emissions. Based on the risk assessment results, several activities have a high to moderate risk level, especially due to hydrocarbon spills and hazardous waste management. The risk controls implemented by the company have proven to be able to reduce the level of environmental risk to a moderate to lowrisk category. From this analysis, a proposed EMS program was formulated which
includes strengthening pollution control, increasing the effectiveness of hazardous waste management, as well as increasing compliance with environmental regulations and the implementation of ISO 14001:2015. This study shows that the
analysis of environmental aspects and impacts is the basis for planning an EMS (Environmental Management System) program to support sustainable environmental management in the company.
