Abstract
Penelitian ini bertujuan menentukan jalur Saluran Kabel Tanah Tegangan Ekstra Tinggi (SKTET) 500 kV di Kota Surabaya dan Kabupaten Sidoarjo melalui integrasi Geographic Information System (GIS), Analytic Hierarchy Process (AHP), dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Pembangunan SKTET 500 kV diperlukan untuk memperkuat pasokan listrik Subsistem Metropolis Surabaya, mengatasi keterbatasan SUTET 500 kV pada Kawasan Keselamatan Operasi Penerbangan Bandara Juanda, serta kompleksitas ruang perkotaan. Penelitian menerapkan Spatial Multi Criteria Decision Analysis menggunakan jaringan dan lebar jalan, RTRW, sungai, drainase, utilitas, geologi, kebencanaan, jenis tanah, lalu lintas, dan fasilitas terdampak. Bobot kriteria teknis, lingkungan, sosial, legal, manajemen kontrak, dan ekonomi diperoleh melalui AHP berdasarkan penilaian ahli. Dalam GIS, setiap ruas jalan dianalisis menggunakan overlay, intersect, buffering, spatial join dan Network analysis. Network analysis dengan titik awal dan akhir yang sama, variasi impedance dan durasi serta restriction menghasilkan tujuh alternatif jalur. Score Kesesuaian AHP–GIS diperoleh dari integrasi skor spasial dengan bobot global subkriteria AHP, kemudian diagregasikan berdasarkan panjang ruas. Cost Impedance dan Cost Time dihitung dari akumulasi hambatan ruas dan akumulasi durasi metode konstruksi. Ketiga parameter digunakan sebagai cost criteria dalam TOPSIS. Hasil menunjukkan Alternatif 7 sebagai jalur optimal dengan nilai preferensi 0,835, diikuti Alternatif 1 sebesar 0,797 dan Alternatif 3 sebesar 0,794. Temuan menunjukkan bahwa jalur optimal ditentukan berdasarkan kesesuaian spasial, hambatan jaringan, waktu pelaksanaan, dan bukan hanya panjang jalur. Penelitian ini menghasilkan kerangka pengambilan keputusan terukur untuk meningkatkan efektivitas perencanaan, efisiensi biaya, dan mitigasi risiko proyek SKTET 500 kV di lingkungan PT PLN (Persero).

This study aims to determine the route of a 500 kV Extra-High-Voltage Underground Cable System in Surabaya and Sidoarjo by integrating Geographic Information System (GIS), Analytic Hierarchy Process (AHP), and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The project strengthens electricity supply to the Surabaya Metropolitan Subsystem, addresses limitations of the 500 kV overhead transmission line within the Juanda Airport Aviation Safety Zone, and responds to urban spatial complexity. The study applies Spatial Multi-Criteria Decision Analysis using road, spatial planning, river, drainage, utility, geological, hazard, soil, traffic, and affected-facility data. Technical, environmental, social, legal, contract management, and economic criteria were weighted through AHP based on expert judgment. Each road segment was analyzed in GIS using overlay, intersect, buffering, spatial join, and network analysis. Network analysis with identical origin and destination points, varied impedance and duration, and restrictions generated seven route alternatives. The AHP–GIS Suitability Score integrated spatial scores with global AHP subcriteria weights and was aggregated by segment length. Cost Impedance and Cost Time were calculated from cumulative segment resistance and construction-method duration. These parameters were treated as cost criteria in TOPSIS. Alternative 7 was identified as optimal, with a preference value of 0,835, followed by Alternative 1 at 0,797 and Alternative 3 at 0,794. The optimal route depends on spatial suitability, network resistance, implementation time, and not merely route length. This study provides a decision-making framework to improve planning effectiveness, cost efficiency, and risk mitigation for 500 kV underground cable projects at PT PLN (Persero).
