Abstract
Pembangunan Gedung Medik Sentral di RS HVA Toeloengredjo merupakan proyek strategis dalam meningkatkan kapasitas dan kualitas pelayanan kesehatan di Kota Kediri. Proyek konstruksi rumah sakit memiliki tingkat kompleksitas yang lebih tinggi dibandingkan bangunan konvensional karena melibatkan standar teknis medis, integrasi sistem utilitas khusus, serta koordinasi lintas disiplin yang intensif. Kompleksitas tersebut meningkatkan potensi risiko keterlambatan, terutama pada pekerjaan struktur, arsitektur, mekanikal elektrikal plumbing (MEP), dan utilitas. Penelitian ini bertujuan untuk mengidentifikasi risiko aktivitas, menganalisis estimasi waktu kontingensi, serta menghitung probabilitas penyelesaian proyek sesuai jadwal rencana awal menggunakan metode Program Evaluation and Review Technique (PERT) berbasis risiko. Metode penelitian dilakukan melalui pendekatan kuantitatif dengan studi kasus pada proyek pembangunan Gedung Medik Sentral RS HVA Toeloengredjo. Data diperoleh melalui studi literatur, dokumen proyek, serta wawancara dengan praktisi dan pakar konstruksi rumah sakit. Risiko-risiko yang berpotensi memengaruhi durasi proyek diidentifikasi dan dikaitkan dengan aktivitas pekerjaan utama. Selanjutnya, risiko tersebut diintegrasikan ke dalam estimasi durasi optimis, paling mungkin, dan pesimis pada setiap aktivitas. Perhitungan PERT digunakan untuk memperoleh durasi ekspektasi, standar deviasi proyek, probabilitas penyelesaian, serta kebutuhan waktu kontingensi pada tingkat keyakinan tertentu.Hasil penelitian menunjukkan bahwa risiko dominan yang berpotensi memengaruhi waktu penyelesaian proyek meliputi keterlambatan material, perubahan desain, kendala koordinasi antarpekerjaan, serta kendala teknis pada pekerjaan struktur, arsitektur, MEP, dan utilitas. Jadwal eksisting proyek direncanakan selesai dalam waktu 335 hari. Namun, hasil analisis PERT menunjukkan bahwa durasi ekspektasi proyek adalah 356,17 hari dengan standar deviasi 16,77 hari dan probabilitas penyelesaian sebesar 50%. Jika dibandingkan dengan jadwal eksisting, probabilitas proyek untuk selesai dalam 335 hari hanya sebesar 10,34%, sehingga jadwal awal dapat dikategorikan terlalu optimistis. Untuk meningkatkan tingkat keyakinan penyelesaian, proyek membutuhkan durasi sekitar 370 hari pada probabilitas 80% dan sekitar 378 hari pada probabilitas 90%. Dengan demikian, diperlukan waktu kontingensi sekitar 35–43 hari dari jadwal eksisting. Temuan ini menunjukkan bahwa metode PERT berbasis risiko dapat memberikan estimasi jadwal yang lebih realistis, sekaligus menjadi dasar dalam pengendalian waktu proyek konstruksi rumah sakit.

The construction of the Central Medical Building at HVA Toeloengredjo Hospital is a strategic project aimed at improving the capacity and quality of healthcare services in Kediri City. Hospital construction projects are generally more complex than conventional building projects because they involve stringent medical technical standards, the integration of specialized utility systems, and intensive multidisciplinary coordination. Such complexity increases the risk of project delays, particularly in structural, architectural, mechanical, electrical, and plumbing (MEP), and utility works. This study aims to identify activity-related risks, estimate the required time contingency, and calculate the probability of project completion according to the original schedule using a risk-based Program Evaluation and Review Technique (PERT). This study employed a quantitative case-study approach focusing on the construction of the Central Medical Building at HVA Toeloengredjo Hospital. Data were collected through a literature review, project documents, and interviews with practitioners and experts experienced in hospital construction. Risks that could affect the project duration were identified and linked to the main construction activities. These risks were subsequently incorporated into the optimistic, most likely, and pessimistic duration estimates for each activity. PERT calculations were then performed to determine the expected project duration, project standard deviation, probability of completion, and required time contingency at specified confidence levels. The results indicate that the dominant risks affecting project completion include material delivery delays, design changes, coordination issues among interdependent activities, and technical constraints related to structural, architectural, MEP, and utility works. The existing project schedule targeted completion within 335 days. However, the PERT analysis produced an expected project duration of 356.17 days, with a standard deviation of 16.77 days and a 50% probability of completion. Compared with the existing schedule, the probability of completing the project within 335 days was only 10.34%, indicating that the original schedule was highly optimistic. To achieve higher levels of schedule confidence, the project would require approximately 370 days at an 80% probability of completion and approximately 378 days at a 90% probability of completion. Therefore, an additional time contingency of approximately 35–43 days beyond the existing schedule is required. These findings demonstrate that the risk-based PERT method can provide a more realistic project schedule estimate and support effective schedule control in hospital building construction projects.
