Abstract

Penetapan Kawasan Ekonomi Khusus (KEK) Singhasari melalui Peraturan Pemerintah Nomor 68 Tahun 2019 telah mendorong peningkatan aktivitas ekonomi, investasi, dan permintaan lahan yang berdampak pada dinamika harga lahan di kawasan sekitarnya. Meskipun peningkatan harga lahan telah terjadi sejak ditetapkannya KEK Singhasari, faktor-faktor yang memengaruhi perubahan harga lahan tersebut belum diketahui secara pasti. Oleh karena itu, penelitian ini bertujuan untuk merumuskan faktor-faktor yang memengaruhi dinamika harga lahan pada Kawasan Ekonomi Khusus Singhasari dan menentukan hubungan antara harga lahan dengan faktor-faktor yang memengaruhi. Penelitian menggunakan pendekatan mixed methods yang terdiri atas analisis delphi sebagai pendekatan kualitatif dan analisis regresi linear berganda sebagai pendekatan kuantitatif. Tahap pertama dilakukan melalui analisis Delphi dengan melibatkan stakeholder kunci untuk memperoleh konsensus mengenai faktor-faktor yang memengaruhi harga lahan. Tahap kedua dilakukan menggunakan analisis regresi linear berganda untuk menguji hubungan antara harga lahan dengan sub variabel terpilih. Hasil analisis Delphi menghasilkan sepuluh sub variabel yang terdiri atas jarak ke jalan arteri, jarak ke jalan tol, jalan kolektor, jaringan air minum, jaringan listrik, jaringan telekomunikasi, fasilitas pendidikan, penggunaan lahan, status lahan, dan ketersediaan lahan siap bangun. Hasil analisis regresi menunjukkan bahwa ketersediaan lahan merupakan faktor yang berpengaruh signifikan terhadap harga lahan dengan nilai signifikansi sebesar 0,000 dan koefisien regresi sebesar 547.698,413. Temuan tersebut menunjukkan bahwa semakin tinggi tingkat keterbangunan lahan, maka harga lahan cenderung meningkat.

The designation of the Singhasari Special Economic Zone (SEZ) through Government Regulation Number 68 of 2019 has stimulated economic activities, investment growth, and land demand, which have consequently affected land price dynamics in the surrounding area. Although land prices have increased since the establishment of the Singhasari SEZ, the factors influencing these changes have not been clearly identified. Therefore, this study aims to formulate the factors affecting land price dynamics in the Singhasari Special Economic Zone and determine the relationship between land prices and the influencing factors. This research employed a mixed-methods approach consisting of Delphi analysis as the qualitative method and multiple linear regression analysis as the quantitative method. The first stage involved Delphi analysis by engaging key stakeholders to achieve consensus regarding the factors influencing land prices. The second stage employed multiple linear regression analysis to examine the relationship between land prices and the selected sub-variables. The results of the Delphi analysis identified ten sub-variables, namely distance to arterial roads, distance to toll roads, collector roads, water supply networks, electricity networks, telecommunication networks, educational facilities, land use, land status, and the availability of development-ready land. The results of the multiple linear regression analysis revealed that land availability was the only factor that significantly influenced land prices, with a significance value of 0.000 and a regression coefficient of 547,698.413. These findings indicate that the higher the level of land development intensity, the higher the land price tends to be.
