Abstract

Fasilitas penyeberangan di Jalan Banyu Urip, Surabaya, perlu dievaluasi karena berada pada kawasan perkotaan padat dengan interaksi tinggi antara kendaraan dan pejalan kaki. Perbedaan kondisi lalu lintas, geometrik, dan kelengkapan fasilitas dapat memengaruhi keselamatan serta kelancaran arus. Penelitian ini bertujuan menganalisis kinerja enam titik penyeberangan, dampak aktivitas penyeberangan terhadap lalu lintas, serta kesesuaian rambu, marka, pelican, dan fasilitas pendukung. Penelitian menggunakan metode deskriptif kuantitatif melalui survei volume kendaraan, volume pejalan kaki, kecepatan kendaraan, kondisi geometrik, durasi pelican crossing, dan kondisi fasilitas eksisting. Analisis meliputi derajat kejenuhan, nilai PV², kepadatan penyeberang, kecepatan kendaraan, jarak pandang henti, kecukupan durasi pelican crossing, simulasi shockwave dengan siklus 60 dan 120 detik serta durasi hambatan 10 detik, dan evaluasi fasilitas. Hasil penelitian menunjukkan bahwa kondisi paling kritis terjadi pada weekday arah Pasar Kembang, dengan derajat kejenuhan tertinggi sebesar 1,257 pada Titik 5. Kecepatan kendaraan masih melebihi batas 40 km/jam pada beberapa arah, sedangkan jarak pandang henti pada seluruh titik telah memenuhi kebutuhan. Durasi hijau pelican crossing selama 10 detik telah memenuhi waktu minimum 5,61 detik. Simulasi shockwave menunjukkan Titik 1, 2, 3, 5, dan 6 tidak terurai saat weekday arah Pasar Kembang, sedangkan seluruh titik pada weekend stabil. Rambu peringatan pejalan kaki belum tersedia pada 11 dari 12 arah, rambu fasilitas penyeberangan belum tersedia pada 6 dari 12 arah, marka zebra cross dan stop line memerlukan perbaikan pada 10 dari 12 arah, serta pelican bermasalah pada seluruh 6 arah pelican crossing. Dengan demikian, kinerja fasilitas belum optimal dan dampak shockwave terbesar terjadi pada weekday arah Pasar Kembang, sedangkan kondisi weekend tetap stabil. Arahan penanganan disusun berdasarkan kombinasi permasalahan pada masing-masing titik penyeberangan.

Pedestrian crossing facilities on Banyu Urip Street, Surabaya, require evaluation because they are located in a dense urban area with intensive interactions between vehicles and pedestrians. Differences in traffic conditions, road geometry, and facility completeness may affect pedestrian safety and traffic flow. This study analyzes the performance of six crossing points, the impact of pedestrian crossing activities on traffic, and the conformity of signs, markings, pelican signals, and supporting facilities. This study employed a quantitative descriptive method using surveys of vehicle volume, pedestrian volume, vehicle speed, geometric conditions, pelican crossing duration, and existing facility conditions. The analyses included degree of saturation, PV², pedestrian density, vehicle speed, stopping sight distance, adequacy of pelican crossing duration, shockwave simulation using 60- and 120-second cycles with a 10-second obstruction duration, and facility evaluation. The results show that the most critical condition occurred on weekdays toward Pasar Kembang, with the highest degree of saturation of 1.257 at Point 5. Vehicle speeds exceeded the 40 km/h limit in several directions, while stopping sight distance at all points met the requirement. The 10-second pedestrian green time met the minimum crossing time of 5.61 seconds. The shockwave simulation showed that Points 1, 2, 3, 5, and 6 were in undissipated conditions on weekdays toward Pasar Kembang, while all points were stable on weekends. Pedestrian warning signs were unavailable in 11 of 12 directions, crossing-facility signs in 6 of 12 directions, zebra crossing markings and stop lines required improvement in 10 of 12 directions, and pelican signals had problems in all 6 pelican-crossing directions. Therefore, facility performance was not yet optimal, and the greatest shockwave impact occurred on weekdays toward Pasar Kembang, while weekend conditions remained stable. The recommended treatments were formulated according to the combination of problems identified at each crossing point.
