Abstract

Pulau Bangka merupakan subsistem interkoneksi dengan Sistem Sumatra. Interkoneksi menggunakan jaringan transmisi hybrid terdiri dari kabel bawah laut dan saluran udara transmisi. Kondisi saat ini, transfer daya melalui kabel laut 100 MW untuk menjaga keandalan sistem pada kriteria N-2. Gangguan pada sistem tenaga listrik seperti sambaran petir mengakibatkan lepas interkoneksi dengan Sistem Sumatra dan terjadi penurunan frekuensi yang berpotensi Subsistem Bangka terjadi blackout. Skema Under Frequency Relay (UFR) kurang efektif dalam kondisi ini, karena pelepasan beban bersifat statis. Untuk mengatasi ketidakseimbangan sistem, terdapat mekanisme yang disebut Adaptive Defense Scheme (ADS). Skema ADS berperan menjaga ketahanan sistem untuk operasi island melalui penyesuaian target load shedding terhadap transfer daya secara real time. Komunikasi menjadi faktor terpenting untuk keberhasilan ADS melalui komunikasi Generic Object-Oriented Substation Event (GOOSE) berbasis protokol standar International Electrotechnical Commission (IEC) 61850 guna mendukung pertukaran data antar perangkat Intelligent Electronic Device (IED) secara sangat cepat. Pada studi ini, sistem ADS dilakukan pengujian sesuai standar PLN. Pengujian jaringan telekomunikasi bandwidth ≥ 2 Mbps dan loss packet 0%. Pengujian metering scan interval beban transmisi dan penyulang 20 kV sebesar 6 detik kurang dari 10 detik. Pengujian respon time GOOSE sangat cepat sebesar 61,6 ms kurang dari 140 ms. Pengujian optimasi target load shedding mengikuti real time transfer daya. Perbandingan pengujian waktu beban puncak (WBP) simulasi UFR dengan ADS bahwa operasi island dengan deviasi frekuensi nadir maksimal 1,01 Hz, dimana Kenten-Tanjung Api transfer sebesar 103 MW frekuensi ADS adalah 48,67 Hz, sedangkan frekuensi UFR adalah 47,66 Hz. Berdasarkan hasil simulasi yang dilakukan, skema ADS lebih efektif dalam menjaga keseimbangan beban dibandingkan dengan UFR.

Bangka Island is an interconnection subsystem with the Sumatra System. The interconnection uses a hybrid transmission network consisting of submarine cables and overhead transmission lines. Currently, power is transferred via a 100 MW submarine cable to maintain system reliability under N-2 criteria. Disturbances in the power system, such as lightning strikes, cause the interconnection with the Sumatra System to be lost and result in a frequency drop that could potentially lead to a blackout in the Bangka subsystem. The Under Frequency Relay (UFR) scheme is less effective under these conditions because load shedding is static. To overcome system imbalances, there is a mechanism called the Adaptive Defense Scheme (ADS). The ADS scheme serves to maintain system resilience for island operation by adjusting the load shedding target in real time based on power transfer. Communication is the most critical factor for the success of ADS through Generic Object-Oriented Substation Event (GOOSE) communication based on the International Electrotechnical Commission (IEC) 61850 standard protocol to support very fast data exchange between Intelligent Electronic Devices (IEDs). In this study, the Adaptive Defense Scheme (ADS) was evaluated in accordance with PLN standards The telecommunication network assessment confirmed bandwidth of ≥ 2 Mbps and 0% packet loss. The metering scan interval assessment for the transmission load and 20 kV feeders confirmed a scan interval of 6 s, which is below the 10 s requirement. The GOOSE response time assessment demonstrated a response time of 61.6 ms, which is well below the 140 ms requirement. The target load shedding optimization assessment confirmed that the load shedding target is adjusted according to the real-time power transfer. Comparing the UFR simulation assessment with ADS that island operation has a maximum nadir frequency deviation of 1.01 Hz, where Kenten-Tanjung Api transmission transfer of 103 MW ADS frequency 48.67 Hz, while the UFR frequency is 47.66 Hz. Based on the simulation results, the ADS scheme is more effective in maintaining load balance compared to UFR.
