Abstract
Kemiskinan merupakan permasalahan pembangunan yang bersifat kompleks karena dipengaruhi oleh berbagai faktor serta memiliki karakteristik yang berbeda antarwilayah dan berubah dari waktu ke waktu. Provinsi Nusa Tenggara Timur (NTT) merupakan salah satu provinsi dengan tingkat kemiskinan yang relatif tinggi di Indonesia, sehingga diperlukan metode pemodelan yang mampu mengakomodasi variasi spasial dan temporal secara simultan. Penelitian ini bertujuan untuk memodelkan faktor-faktor yang memengaruhi persentase penduduk miskin di 21 kabupaten/kota Provinsi NTT menggunakan metode Geographically Weighted Regression (GWR) dan Geographically and Temporally Weighted Regression (GTWR) dengan pembobot Fixed Gaussian Kernel. Variabel prediktor yang digunakan meliputi persentase rumah tangga dengan dinding terluas kayu, persentase rumah tangga dengan penerangan utama bukan listrik, persentase penerima BPJS tanpa PBI, rata-rata lama sekolah, dan tingkat pengangguran terbuka. Hasil analisis menunjukkan bahwa model GWR mampu mengidentifikasi adanya variasi pengaruh faktor-faktor kemiskinan pada setiap kabupaten/kota, sehingga hubungan antara variabel prediktor dan persentase penduduk miskin tidak bersifat homogen secara spasial. Selanjutnya, eksplorasi GTWR pada beberapa periode pengamatan menunjukkan bahwa periode 2023–2024 memberikan performa terbaik di antara skenario GTWR yang diuji, sehingga mampu merepresentasikan variasi spasial dan perubahan temporal secara lebih baik. Hasil pengujian juga menunjukkan bahwa model GTWR berbeda signifikan dibandingkan model regresi linear berganda, yang mengindikasikan bahwa pengaruh faktor-faktor kemiskinan dipengaruhi oleh karakteristik lokasi dan waktu. Variabel persentase rumah tangga dengan penerangan utama bukan listrik merupakan faktor yang paling konsisten berpengaruh terhadap persentase penduduk miskin, sehingga peningkatan akses listrik berpotensi menjadi salah satu prioritas dalam penyusunan kebijakan pengentasan kemiskinan di Provinsi NTT.

Poverty is a complex development issue influenced by various socioeconomic factors and characterized by spatial and temporal variations. East Nusa Tenggara Province (NTT) is one of the provinces in Indonesia with a relatively high poverty rate, highlighting the need for a modeling approach capable of simultaneously accommodating spatial heterogeneity and temporal dynamics. This study aims to model the factors affecting the percentage of the poor population across the 21 regencies/municipalities in East Nusa Tenggara Province using the Geographically Weighted Regression (GWR) and Geographically and Temporally Weighted Regression (GTWR) methods with a Fixed Gaussian Kernel weighting scheme. The explanatory variables include the percentage of households with wooden walls as the primary wall material, the percentage of households whose primary source of lighting is non-electricity, the percentage of non-contributory BPJS Health beneficiaries without government premium assistance (Non-PBI), the mean years of schooling, and the open unemployment rate. The results indicate that the GWR model successfully captures spatial heterogeneity, suggesting that the relationships between the explanatory variables and the percentage of the poor population vary across locations. Furthermore, the GTWR analysis conducted under several temporal scenarios shows that the 2023–2024 period provides the best performance among the evaluated GTWR scenarios, indicating that incorporating temporal information improves the representation of spatial–temporal variation. The simultaneous significance test confirms that the GTWR model differs significantly from the global multiple linear regression model, demonstrating that the effects of poverty-related factors are location- and time-specific. Among the explanatory variables, the percentage of households whose primary source of lighting is non-electricity is identified as the most consistently significant factor influencing poverty. These findings suggest that improving access to electricity should be prioritized in poverty alleviation policies in East Nusa Tenggara Province.
