Abstract
Ketimpangan infrastruktur telekomunikasi masih menjadi tantangan dalam mendukung transformasi digital di Indonesia. Perbedaan ketersediaan Base Transceiver Station (BTS), akses internet, dan fasilitas telekomunikasi antara provinsi serta wilayah urban dan rural menyebabkan ketidakmerataan akses informasi, pelayanan publik, dan peluang sosial ekonomi. Penelitian ini menggunakan data Laporan Statistik Telekomunikasi Indonesia yang diterbitkan oleh Badan Pusat Statistik (BPS) pada tahun 2025. Penelitian ini bertujuan menganalisis ketimpangan infrastruktur telekomunikasi, merancang data warehouse untuk mengintegrasikan dataset BPS yang heterogen, serta mengembangkan dashboard interaktif sebagai media analisis berbasis data. Penelitian menerapkan kerangka kerja CRISP-DM melalui proses ETL yang meliputi extraction, cleansing, standardization, enrichment, dan loading ke dalam data warehouse Power BI dengan star schema. Ketimpangan dianalisis menggunakan Indeks Gini untuk antar provinsi dan Rasio Urban–Rural untuk membandingkan kondisi infrastruktur dalam setiap provinsi. Hasil penelitian menunjukkan bahwa proses ETL berhasil mengintegrasikan 20 dataset menjadi data warehouse yang terdiri atas lima tabel dimensi dan tujuh tabel fakta. Dashboard yang dikembangkan menyajikan empat halaman analisis interaktif. Hasil evaluasi menunjukkan seluruh perhitungan telah sesuai dengan validasi manual, sedangkan usability testing berdasarkan ISO 9241-11:2018 memperoleh nilai effectiveness sebesar 98,55%, rata-rata waktu penyelesaian tugas 10,48 detik, dan satisfaction sebesar 4,32 dari 5. Hasil tersebut menunjukkan bahwa dashboard mampu menyajikan informasi ketimpangan infrastruktur telekomunikasi secara akurat, interaktif, dan mudah digunakan sebagai pendukung analisis dan pengambilan keputusan.

Telecommunication infrastructure inequality remains a challenge in supporting Indonesia’s digital transformation. Differences in the availability of Base Transceiver Stations (BTS), internet access, and telecommunication facilities across provinces and between urban and rural areas lead to unequal access to information, public services, and socio-economic opportunities. This study uses data from the Indonesian Telecommunication Statistics Report published by the Indonesian Central Statistics Agency (BPS) in 2025.
This study aims to analyze telecommunication infrastructure inequality, design a data warehouse to integrate heterogeneous BPS datasets, and develop an interactive dashboard for data-driven analysis. The CRISP-DM framework was applied through an ETL process consisting of extraction, cleansing, standardization, enrichment, and loading into a star schema data warehouse. Infrastructure inequality was measured using the Gini Index for interprovincial analysis and the Urban–Rural Ratio for comparing infrastructure conditions within each province. The results show that the ETL process successfully integrated 20 heterogeneous datasets into a data warehouse consisting of five dimension tables and seven fact tables. The developed dashboard provides four interactive analytical pages. System evaluation confirmed that all calculations matched manual validation, while usability testing based on ISO 9241-11:2018 achieved an effectiveness score of 98.55%, an average task completion time of 10.48 seconds, and a satisfaction score of 4.32 out of 5. These results indicate that the developed dashboard provides accurate, interactive, and user-friendly visualization to support the analysis of telecommunication infrastructure inequality and data-driven decision-making.
