Abstract

Penetapan Surabaya Waterfront Land (SWL) sebagai Proyek Strategis Nasional (PSN) melalui skema reklamasi seluas ±1.084 hektar menimbulkan resistensi dari masyarakat Kampung Nelayan yang telah menghuni kawasan pesisir Surabaya Timur secara turun-temurun. Ketidakpastian status proyek dalam Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2025-2029, disertai minimnya konsultasi publik sejak tahap inisiasi, memperkuat kekhawatiran masyarakat terhadap keberlanjutan akses ruang hidup dan penghidupan mereka. Penelitian ini bertujuan menilai tingkat pemenuhan hak atas kota (right to the city/RTTC) secara ex-ante berdasarkan persepsi masyarakat Kampung Nelayan terhadap rencana PSN SWL. Penelitian dilaksanakan melalui dua sasaran. Sasaran pertama mengidentifikasi variabel RTTC yang relevan menggunakan Modified Delphi Method dengan melibatkan lima ahli dari unsur akademisi, pemerintah, dan lembaga swadaya masyarakat, yang menghasilkan sebelas variabel tervalidasi dari tiga belas variabel awal. Sasaran kedua menilai tingkat pemenuhan kesebelas variabel tersebut berdasarkan persepsi 156 responden nelayan di enam kelurahan terdampak menggunakan Importance-Performance Analysis (IPA). Hasil penelitian menunjukkan bahwa seluruh variabel RTTC memiliki nilai kesenjangan (gap) negatif dengan rata-rata tingkat kesesuaian (Tki) sebesar 45,367%, tanpa satupun variabel yang mencapai kondisi sesuai maupun melampaui ekspektasi warga. Temuan ini menunjukkan bahwa pemenuhan hak atas kota masyarakat Kampung Nelayan secara konsisten berada di bawah ekspektasi pada tahap perencanaan, mengindikasikan proses pembangunan yang masih bersifat top-down dan minim partisipasi substantif masyarakat. Marginalisasi paling nyata terjadi pada hak ekonomi dan sosial, hak sipil dan politik, serta hak kepemilikan, terutama terkait keberadaan kelompok/komunitas nelayan, legitimasi aspirasi warga, dan penolakan privatisasi ruang pesisir.

The designation of Surabaya Waterfront Land (SWL) as a National Strategic Project (PSN) through a ±1,084 hectare coastal reclamation scheme has triggered resistance from the Kampung Nelayan community, who have inhabited the eastern coastal area of Surabaya for generations. The uncertain status of the project within the 2025-2029 National Medium-Term Development Plan (RPJMN), coupled with the absence of transparent public consultation since the initiation stage, has heightened community concerns regarding the sustainability of their access to living space and livelihood. This study aims to assess the level of fulfillment of the right to the city (RTTC) ex-ante, based on the perceptions of the Kampung Nelayan community toward the PSN SWL development plan. The research was conducted through two objectives. The first objective identified relevant RTTC variables using the Modified Delphi Method, involving five experts from academia, government, and non-governmental organizations, which resulted in eleven validated variables out of thirteen initial variables. The second objective assessed the fulfillment level of these eleven variables based on the perceptions of 156 fisherfolk respondents across six affected sub-districts (kelurahan) using Importance-Performance Analysis (IPA). The findings reveal that all RTTC variables exhibit negative gap values, with an average level of conformity (Tki) of only 45.367%, and none of the variables reached a satisfactory condition or exceeded community expectations. These findings indicate that the fulfillment of the right to the city for the Kampung Nelayan community remains consistently below expectations at the planning stage, reflecting a development process that remains top-down and lacking in substantive community participation. The most pronounced marginalization occurs in economic and social rights, civil and political rights, and ownership rights, particularly concerning the existence of fisherfolk groups/communities, the legitimacy of community aspirations, and the rejection of coastal space privatization.
