Abstract

Algoritma Fault Location, Isolation, and Service Restoration (FLISR) konvensional pada umumnya mengasumsikan bahwa semua perangkat beroperasi di bawah kondisi ideal, mengabaikan anomali perangkat yang tidak sehat seperti kegagalan aktuator mekanis, tekanan rendah, dan hilangnya sinyal komunikasi yang dapat menyebabkan kegagalan eksekusi kendali jarak jauh selama proses isolasi dan restorasi. Penelitian ini mengusulkan kerangka kerja FLISR adaptif yang mengintegrasikan teori graf dengan Deep Reinforcement Learning untuk mengatasi permasalahan ini.Kerangka kerja diimplementasikan pada sistem uji Penyulang Sentarum di PLN UID Kalimantan Barat yang telah dimodifikasi. Algoritma Breadth-First Search (BFS) dikembangkan untuk melokalisasi batas-batas gangguan yang secara otomatis melewati perangkat yang tidak sehat, memastikan semua perintah isolasi dapat dieksekusi secara fisik di lapangan melalui kendali jarak jauh sistem SCADA. Pemulihan layanan pascaisolasi dirumuskan sebagai Markov Decision Process dengan representasi keadaan tiga komponen yang menyandikan topologi, kesehatan perangkat dan kemajuan pemulihan beban, yang dioptimalkan menggunakan agen Double Deep Q-Network (DDQN). Mekanisme Four-Layer Defense Mechanism yang terdiri dari isolasi BFS, penyaringan Service Restoration Pool, Invalid-Action Masking, dan penalti kesehatan dalam reward function secara sistematis mengecualikan aset yang tidak sehat dari semua keputusan FLISR. Analisis komparatif antara pendekatan konvensional dan metode Health-Aware yang diusulkan menunjukkan bahwa FLISR konvensional memasukkan perangkat yang tidak sehat ke dalam proses isolasi dan restorasi yang menyebabkan kegagalan kendali jarak jauh, sedangkan metode yang diusulkan berhasil melewati perangkat tersebut dan mengidentifikasi alternatif perangkat yang sehat. Hasil simulasi mengonfirmasi bahwa kerangka kerja yang diusulkan berhasil menentukan konfigurasi perangkat yang optimal dengan mempertahankan profil tegangan dalam rentang 0,95–1,05 per unit dan pembebanan konduktor di bawah 80% dari kapasitas termalnya.

Conventional Fault Location, Isolation, and Service Restoration (FLISR) algorithms generally assume that all devices operate under ideal conditions, ignoring device health anomalies such as mechanical actuator failures, low pressure, and loss of communication signals, which can lead to remote control execution failures during the isolation and restoration processes. This study proposes an adaptive FLISR framework that integrates graph theory with Deep Reinforcement Learning to address this issue. The framework is implemented on a modified Sentarum Feeder test system of PLN UID West Kalimantan. A Breadth-First Search (BFS) algorithm is developed to localize fault boundaries by automatically bypassing unhealthy devices, ensuring that all isolation commands can be physically executed in the field via the SCADA system's remote control. Post-isolation service restoration is formulated as a Markov Decision Process with a three-component state representation that encodes the topology, device health, and load restoration progress, which is then optimized using a Double Deep Q-Network (DDQN) agent. A Four-Layer Defense Mechanism—consisting of BFS isolation, Service Restoration Pool filter, Invalid-Action Masking, and a health penalty in the reward function—systematically excludes unhealthy assets from all FLISR decisions. A comparative analysis between the conventional approach and the proposed Health-Aware method demonstrates that conventional FLISR incorporates unhealthy devices into the isolation and restoration processes, resulting in remote control failures. In contrast, the proposed method successfully bypasses these devices and identifies healthy alternative devices. Simulation results confirm that the proposed framework successfully determines an optimal device configuration while maintaining the voltage profile within the 0.95–1.05 per-unit range and keeping conductor loading below 80% of its thermal capacity.
