Abstract
Indonesia sebagai negara kepulauan terbesar di dunia memiliki keunggulan potensi bahari yang berlimpah pada berbagai macam sektor. Sektor unggulan yang berperan besar dalam mendorong segi perekonomian nasional yaitu sektor pariwisata bahari. Kabupaten Malang menjadi salah satu wilayah dengan potensi bahari paling dominan di Jawa Timur, jumlah 51 objek wisata bahari berupa pantai. Keberagaman bentang alam serta karakteristik pesisir menjadikan wilayah ini sebagai destinasi unggulan untuk mengembangkan ekowisata pesisir. Pesatnya perkembangan pariwisata justru dapat menimbulkan tekanan bagi berbagai ekosistem pesisir, baik itu permasalahan sampah seperti yang terjadi di Pantai Tamban dan Sendang Biru, atau juga adanya kerusakan ekosistem terumbu karang seperti di Pantai Kondang Merak. Fenomena tersebut menunjukkan bahwa pengengelolaan wisata bahari di kawasan pesisir menunjukkan perlunya model pengelolaan berkelanjutan, yang tidak hanya berorientasi pada sektor ekonomi, tetapi juga upaya pelestarian ekosistem dan pemberdayaan masyarakat lokal sebagai pengelola sumber daya alam asli di lingkungannya. Penelitian ini berfokus pada pengelolaan sumber daya berbasis masyarakat di kawasan Clungup Mangrove Conservation (CMC) Tiga Warna sebagai model pengelolaan ekowisata yang mengintegrasikan sektor pariwisata dan usaha keberlanjutan ekosistem pesisir melalui konservasi lingkungan. Penggunaan pendekatan mix-methods yang didukung dengan model sequential explanatory pada penelitian ini berusaha menganalisis pengelolaan sumber daya berbasis masyarakat dengan menggunakan kerangka Social-Ecological System Framework (SESF). Hasil penelitian menunjukkan bahwa pengelolaan sumber daya berbasis masyarakat di kawasan Ekowisata CMC Tiga Warna telah berjalan dengan baik berdasarkan analisis Social-Ecological Systems Framework (SESF), yang ditunjukkan oleh kondisi Resource System, Resource Units, Governance System, dan Actors yang berada pada kategori baik hingga sangat baik. Analisis terhadap komponen Interactions dan Outcomes juga menunjukkan bahwa pengelolaan tersebut berkontribusi secara nyata terhadap keberlanjutan ekosistem melalui pemulihan kondisi ekologis, penguatan tata kelola berbasis masyarakat, serta terbentuknya sistem sosial-ekologis yang saling mendukung.

Indonesia, as the largest archipelagic country in the world, possesses abundant marine potential across various sectors. One of the leading sectors that plays a significant role in driving the national economy is marine tourism. Malang Regency is among the regions with the greatest marine tourism potential in East Java, encompassing a total of 51 coastal tourism destinations. The diversity of coastal landscapes and natural characteristics makes this region a prime destination for the development of coastal ecotourism. However, the rapid growth of tourism has also placed increasing pressure on coastal ecosystems, including waste management issues at Tamban and Sendang Biru Beaches, as well as coral reef degradation at Kondang Merak Beach. These phenomena indicate the urgent need for a sustainable coastal tourism management model that is not only economically oriented but also prioritizes ecological conservation and empowers local communities as the primary stewards of their natural resources. This study focuses on community-based natural resource management within the Clungup Mangrove Conservation (CMC) Tiga Warna area as a model of ecotourism management that integrates tourism activities with coastal ecosystem conservation. A mixed-methods approach supported by a sequential explanatory design was employed to analyze community-based resource management using the Social-Ecological Systems Framework (SESF). The results indicate that community-based resource management in the CMC Tiga Warna Ecotourism area has been implemented effectively based on the Social-Ecological Systems Framework (SESF), as reflected by the Resource System, Resource Units, Governance System, and Actors components, all of which fall within the good to very good categories. Furthermore, the analysis of the Interactions and Outcomes components demonstrates that this management approach contributes significantly to ecosystem sustainability through ecological restoration, the strengthening of community-based governance, and the development of a mutually reinforcing social-ecological system.
