Abstract

Penelitian ini dilatarbelakangi oleh menurunnya kondisi fasilitas pasar, belum berkembangnya pasar sejak relokasi sebagaimana pasar lainnya, serta rendahnya jumlah pengunjung. Penelitian ini bertujuan untuk mengkaji kelayakan revitalisasi Pasar Rakyat Jambangan dari segi teknis dan finansial sebagai upaya mengoptimalkan kembali fungsi pasar. Metode yang digunakan adalah metode kualitatif dan kuantitatif, dengan pengumpulan data melalui observasi lapangan, kuesioner, dan wawancara. Identifikasi kebutuhan revitalisasi dilakukan menggunakan teknik analisis Delphi melalui wawancara dengan enam stakeholder terkait. Hasil analisis menunjukkan sembilan variabel yang dibutuhkan dalam peningkatan dan penataan pasar, yaitu CCTV, tempat sampah, tenda, keteraturan tata letak, penerangan, tempat cuci tangan, tempat makan, tempat parkir, dan taman. Dari kebutuhan tersebut, rencana anggaran biaya revitalisasi diperkirakan sebesar Rp1.173.750.970. Kelayakan teknis dianalisis melalui perhitungan dan perbandingan berdasarkan SNI Pasar Rakyat, dengan hasil bahwa beberapa fasilitas pasar masih belum memadai. Sementara itu, kelayakan finansial dianalisis menggunakan metode Net Present Value (NPV), Internal Rate of Return (IRR), dan Payback Period (PP), dengan hasil NPV sebesar Rp1.176.843.251, IRR sebesar 35,86%, dan PP selama 2 tahun 2 bulan 14 hari. Hasil tersebut menunjukkan bahwa revitalisasi layak dilaksanakan karena nilai NPV positif, IRR melebihi tingkat diskonto, serta waktu pengembalian investasi lebih singkat daripada periode analisis. Berdasarkan keseluruhan hasil analisis, revitalisasi direkomendasikan untuk dilaksanakan secara bertahap selama dua tahun melalui dinas terkait. Tahun pertama difokuskan pada kebutuhan prioritas, sedangkan tahun kedua diarahkan pada penambahan dan peningkatan fasilitas penunjang untuk meningkatkan nilai serta daya tarik pasar bagi masyarakat, seperti penyediaan taman.

This study was motivated by the declining condition of market facilities, the limited development of the market since its relocation compared with other markets, and the low number of visitors. This study aims to assess the feasibility of revitalizing Jambangan People’s Market from technical and financial perspectives as an effort to optimize its functions. The study employed qualitative and quantitative methods, with data collected through field observations, questionnaires, and interviews. The revitalization needs were identified using the Delphi analysis technique through interviews with six relevant stakeholders. The results identified nine variables required for market improvement and arrangement, namely CCTV, waste bins, tents, orderly spatial layout, lighting, handwashing facilities, dining areas, parking facilities, and a garden. Based on these needs, the estimated revitalization budget was Rp1.173.750.970. Technical feasibility was analyzed through calculations and comparisons based on the Indonesian National Standard for People’s Markets, which indicated that several market facilities were still inadequate. Meanwhile, financial feasibility was analyzed using the Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP) methods. The results showed an NPV of Rp1.176.843.251, an IRR of 35,86%, and a payback period of 2 years, 2 months, and 14 days. These results indicate that the revitalization is feasible because the NPV is positive, the IRR exceeds the applied discount rate, and the investment payback period is shorter than the analysis period. Based on the overall analysis, the revitalization is recommended to be implemented gradually over two years by the relevant government agency. The first year should focus on priority needs, while the second year should be directed toward the addition and improvement of supporting facilities to increase the market’s value and attractiveness to the public, such as the provision of a garden.
