Abstract
Penelitian ini merancang peta kompetensi digital bagi sumber daya manusia Aparatur Sipil Negara (ASN) Indonesia. Peta tersebut disusun berdasarkan empat acuan: Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi (PermenPANRB), enam aspek pemerintahan digital, Peta Profesi Teknologi Informasi dan Komunikasi (TIK) Komdigi, serta Kerangka Keterampilan untuk Era Informasi (SFIA). Seiring dengan peralihan layanan pemerintah ke platform daring, ASN memerlukan kompetensi digital yang jelas untuk melaksanakan kebijakan e-government dan mendigitalisasi layanan publik; namun, belum ada acuan tunggal yang menetapkan kompetensi apa saja yang dibutuhkan untuk setiap jabatan. Untuk mengatasi hal ini, penelitian ini menganalisis kebijakan dan standar kompetensi yang relevan, serta memetakan kesesuaiannya dengan tugas-tugas jabatan fungsional ASN. Peta yang dihasilkan dimaksudkan untuk memandu pengembangan sumber daya manusia pemerintah serta membantu instansi merencanakan pelatihan, perekrutan, dan pengembangan karier berdasarkan kompetensi digital. Dengan menggabungkan peraturan nasional, indikator pemerintah daerah, dan standar TIK global dalam SFIA, peta ini memberikan dasar praktis bagi instansi untuk membangun keterampilan digital yang dibutuhkan staf mereka. Studi ini memberikan kontribusi berupa pendekatan terstruktur dan berbasis teknologi untuk pengembangan sumber daya manusia di sektor publik.

This research designs a digital competency map for the human resources of the Indonesian Civil Service (ASN). The map is built from four references: the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform (PermenPANRB), the six aspects of digital government, the Komdigi Information and Communication Technology (ICT) Occupation Map, and the Skills Framework for the Information Age (SFIA). As government services move online, ASN need clear digital competencies to carry out e-government policies and to digitise public services, yet there is no single reference that sets out which competencies each position requires. To address this, the study analyses the relevant policies and competency standards and maps them against the duties of ASN functional positions. The resulting map is intended to guide the development of government human resources and to help agencies plan training, recruitment, and career development around digital competencies. By combining national regulations, local government indicators, and the global ICT standards in SFIA, the map gives agencies a practical basis for building the digital skills their staff need. The study contributes a structured, technology-based approach to human resource development in the public sector.
