Abstract
CV Edo Jaya Variasi Motor merupakan perusahaan distribusi suku cadang dan aksesori sepeda motor business-to-business (B2B) di Kota Denpasar, Bali yang menghadapi penurunan omset selama lima tahun terakhir. Permasalahan utama yang dihadapi adalah belum adanya strategi bisnis yang tertulis serta sistem pengukuran kinerja yang hanya berfokus pada aspek keuangan, sehingga evaluasi kinerja perusahaan dari perspektif pelanggan, proses bisnis internal, dan pembelajaran dan pertumbuhan belum dapat dilakukan secara komprehensif. Penelitian ini bertujuan untuk merancang strategi bisnis dan sistem pengukuran kinerja yang terstruktur pada level perusahaan dan level departemen. Penyusunan strategi bisnis dilakukan melalui tiga tahap yaitu Input Stage menggunakan IFE Matrix dan EFE Matrix, Matching Stage menggunakan IE Matrix dan TOWS Matrix, serta Decision Stage menggunakan QSPM. Hasil QSPM menunjukkan strategi penetrasi pasar terpilih sebagai strategi bisnis prioritas dengan nilai STAS sebesar 7,076. Sistem pengukuran kinerja dirancang menggunakan metode Balanced Scorecard (BSC) dengan empat perspektif yang menghasilkan 10 sasaran strategis dan 19 Key Performance Indicator (KPI) pada level perusahaan, kemudian di-cascade ke Departemen Admin (7 sasaran strategis, 12 KPI), Departemen Warehouse (8 sasaran strategis, 13 KPI), dan Departemen Marketing (8 sasaran strategis, 13 KPI). Pembobotan seluruh elemen BSC dilakukan menggunakan metode Analytical Hierarchy Process (AHP).

CV Edo Jaya Variasi Motor is a business-to-business (B2B) motorcycle spare parts and accessories distribution company located in Denpasar, Bali, which has experienced a consistent decline in revenue over the past five years. The main problem faced by the company is the absence of a written business strategy and a performance measurement system that only focuses on Financial aspects, resulting in the inability to comprehensively evaluate performance from the Customer, Internal Business Process, and learning and growth Perspectives. This research aims to design a business strategy and a structured performance measurement system at both the corporate and department levels. The business strategy formulation was conducted through three stages: the Input Stage using the IFE Matrix and EFE Matrix, the Matching Stage using the IE Matrix and TOWS Matrix, and the Decision Stage using QSPM. The QSPM results indicate that market penetration was selected as the priority business strategy with the highest STAS value of 7.076. The performance measurement system was designed using the Balanced Scorecard (BSC) method with four Perspectives, resulting in 10 strategic objectives and 19 Key Performance Indicators at the corporate level, which were then cascaded to the Admin Department (7 strategic objectives, 12 KPIs), Warehouse Department (8 strategic objectives, 13 KPIs), and Marketing Department (8 strategic objectives, 13 KPIs). The weighting of all BSC elements was conducted using the Analytical Hierarchy Process (AHP) method.
