Abstract

Keandalan sistem tenaga listrik tak terlepas dari setiap aset yang terlibat di dalamnya. Sub-sistem trafo salah satunya adalah kabel daya 20 kV (tegangan menengah), juga berperan sebagai outlet tenaga dari transformator menuju circuit breaker incoming. Oleh karenanya, penelitian untuk mengangkat kualitas asesmen indeks kesehatan atau health index kabel daya gardu induk dipandang penting sebagai pendekatan fundamental. Sampai saat ini, kabel daya gardu induk belum memiliki weighting factor atau bobot faktor yang terstandar dengan menyesuaikan pemahaman kondisi aset dari para pakar di bidangnya. Pola penggantian kabel daya gardu induk mengandalkan usia dan kegagalan permanen. Penggantian yang dilakukan pada kabel berusia tua >10 tahun dan/atau yang mengalami breakdown belum menghadirkan manajemen aset yang efektif. Melihat ini, penulis berinisiatif untuk mengkaji estimasi bobot faktor yang siap digunakan pada proses asesmen health index di perusahaan maupun tempat lain. Persoalan dikaji menggunakan model analisis, yakni metode Analytical Hierarchy Process untuk mendapatkan bobot faktor yang dikombinasi dengan Gray Relational Analysis untuk mendapatkan prioritas berdasarkan kedekatan dengan nilai ideal. Output dari penelitian ini berupa bobot faktor yang melekat pada parameter kritis sebagai identitas tingkat prioritas, yaitu : Tan Delta 0.233, Partial Discharge 0.164, Tahanan Isolasi 0.130, Umur Kabel 0.118, Load Level 0.074, Arus Bocor 0.073, Infrared Thermografi, Frekuensi Failure 0.061, Kejadian Overvoltage (Overvoltage Occurrence) senilai 0.055, dan Visual Check 0.028. Implementasi bobot faktor kemudian disimulasikan untuk memperoleh Health Index Kabel dari Metode Konvensional dan Metode OHI (Somsak); selanjutnya, hasil tersebut diberikan Perankingan HI, Perankingan GRG dan Correlation Check.

The reliability of an electric power system is inseparable from every asset involved. One of the transformer sub-systems is a 20 kV (medium voltage) power cable, which also acts as an energy outlet from the transformer to the incoming circuit breaker. Therefore, research to improve the quality of substation power cable health index assessments is considered essential as a fundamental approach. To date, substation power cables lack standardized weighting factors, adapting to the understanding of asset conditions from experts in the field. The placement pattern of substation power cables relies on the age and failure of permanent cables. Replacement of cables older than 10 years and/or damaged cables does not provide effective asset management. In response, the authors took the initiative to assess factor weight estimates that are ready to be used in the health index assessment process at companies and other locations. The method used in this research includes a breakthrough to bridge the understanding of experts by considering the actual conditions and profiles of power cables. Built with the Analytical Hierarchy Process method to obtain factor weights, which are combined with Gray Relational Analysis to obtain priorities based on criticality. The output of this study is in the form of factor weights attached to critical parameters as priority level identities, namely: Tan Delta 0.233, Partial Discharge 0.164, Insulation Resistance 0.130, Cable Age 0.118, Load Level 0.074, Leakage Current 0.073, Infrared Thermography, Failure Frequency 0.061, Overvoltage Occurrence 0.055, and Visual Check 0.028. The implementation of factor weights is then simulated to obtain the Cable Health Index from the Conventional Method and the Somsak Method; then the results are given the HI Ranking, GRG Ranking and Correlation Check.
