Abstract
Reorganisasi pusat pengatur beban Jawa–Madura–Bali menjadi Smart Control Center (SCC) mengonsolidasikan lima pusat kendali regional menjadi dua pusat yang beroperasi aktif-aktif yaitu MCC dan DRC sehingga kelayakan jaringan komunikasi data penopangnya perlu dibuktikan sebelum implementasi sekaligus menjamin keberlanjutan pemenuhan indeks kinerja ketersediaan layanan. Kebaruan penelitian ini terletak pada model simulasi yang dikalibrasi dan divalidasi terhadap data operasional nyata dengan monitoring jaringan, pengujian lapangan berbasis ITU-T Y.1564, dan log panggilan aktual, serta analisis kuantitatif failover dan fail-back dua arah antar pusat kendali yang belum dilakukan pada studi-studi terdahulu. Evaluasi QoS layanan VoIP dilakukan melalui simulasi OMNeT++/INET pada topologi backbone serat optik dengan jarak aktual, mencakup dua belas konfigurasi utama yang terdiri dari tiga tingkat beban, hingga 8,7 kali proyeksi puncak riil, terhadap empat kondisi jaringan yang masing-masing sepuluh replikasi, ditambah analisis penambahan jalur redundan dan degradasi fiber pascaperbaikan. Hasil menunjukkan seluruh parameter QoS memenuhi standar ITU-T pada kategori terbaik bahkan pada nilai terburuknya, kegagalan segmen backbone dipulihkan dalam 22,3 ms tanpa kehilangan paket, kegagalan satu pusat kendali terisolasi sempurna dan simetris dua arah; serta fail-back pulih bertingkat dalam 0,12 detik (arah masuk) dan 5,1 detik (arah keluar). Arsitektur MCC–DRC aktif-aktif dinyatakan layak mendukung komunikasi suara operasional SCC. Penelitian ini dibatasi pada bidang media VoIP tanpa pemodelan signaling SIP serta mekanisme proteksi lapisan transport.

The reorganization of the Java–Madura–Bali load dispatch center into the Smart Control Center (SCC) consolidates five regional control centers into two actively operating centers, namely the MCC and DRC. feasibility of the supporting data communication network needs to be proven before implementation while ensuring the sustainability of service availability performance index fulfillment. The novelty of this research lies in the simulation model that is calibrated and validated against real operational data with network monitoring, field testing based on ITU-T Y.1564, and actual call logs, as well as a quantitative analysis of two-way failover and fail-back between control centers that has not been conducted in previous studies. The QoS evaluation of VoIP services was conducted through OMNeT++/INET simulations on an actual distance optical fiber backbone topology, covering twelve main configurations consisting of three load levels, up to 8.7 times the real peak projection, across four network conditions with ten replications each, plus an analysis of redundant path addition and fiber degradation post-repair. The results show that all QoS parameters meet ITU-T standards in the best category even at their worst values, with backbone segment failures recovered in 22.3 ms without packet loss, a single control center failure perfectly isolated and symmetrically bidirectional; and tiered fail-back recovery in 0.12 seconds (inbound) and 5.1 seconds (outbound). The active-active MCC–DRC architecture is deemed capable of supporting operational SCC voice communication. This research is limited to the VoIP media field without modeling SIP signaling and transport layer protection mechanisms.
