Abstract

Industri hulu minyak dan gas merupakan sektor dengan tingkat risiko tinggi yang berpotensi menimbulkan Serious Injury and Fatality (SIF). Sebagai upaya pencegahan fatalitas, PT Pertamina Hulu Energi telah menerapkan Corporate Life Saving Rules (CLSR). Namun demikian, data insiden tahun 2024 menunjukkan bahwa pelanggaran CLSR masih menjadi salah satu penyebab dominan kecelakaan kerja, yang mengindikasikan adanya kesenjangan antara aturan keselamatan yang telah ditetapkan dengan tingkat kepatuhan pekerja di lapangan. Oleh karena itu, diperlukan kajian untuk mengidentifikasi faktor-faktor yang memengaruhi kepatuhan pekerja dalam penerapan CLSR. Penelitian ini bertujuan menganalisis pengaruh faktor dari perspektif individu, organisasi dan lingkungan kerja terhadap safety compliance dalam penerapan CLSR serta merumuskan rekomendasi strategis untuk meningkatkan efektivitas implementasinya. Penelitian menggunakan pendekatan kuantitatif dengan metode Partial Least Squares Structural Equation Modeling (PLS-SEM). Data diperoleh melalui penyebaran kuesioner kepada 174 pekerja dan mitra kerja yang terlibat dalam pekerjaan berisiko tinggi di PT Pertamina Hulu Energi Ogan Komering. Hasil penelitian menunjukkan bahwa Safety Climate, Safety Knowledge dan Safety Motivation berpengaruh positif dan signifikan terhadap Safety Compliance dalam penerapan CLSR. Safety Leadership tidak berpengaruh secara langsung terhadap Safety Compliance, namun berperan penting dalam meningkatkan Safety Motivation, Risk Perception dan Safety Knowledge yang mendukung perilaku keselamatan. Selain itu, Workload dan Work Schedule terbukti berpengaruh negatif terhadap Safety Motivation, yang menunjukkan pentingnya pengelolaan faktor lingkungan kerja dalam mendukung implementasi keselamatan. Penelitian ini menyimpulkan bahwa peningkatan kepatuhan pekerja terhadap CLSR memerlukan pendekatan yang terintegrasi melalui penguatan iklim keselamatan, peningkatan pengetahuan keselamatan, pengembangan kepemimpinan keselamatan serta pengelolaan faktor lingkungan kerja yang memengaruhi motivasi pekerja dalam berperilaku aman. Temuan ini memberikan kontribusi teoritis dalam pengembangan model kepatuhan keselamatan pada industri hulu migas serta menjadi dasar penyusunan strategi peningkatan implementasi CLSR guna mendukung pencapaian target Zero Fatality.

The upstream oil and gas industry is a high-risk sector with the potential to cause Serious Injuries and Fatalities (SIF). To prevent fatal incidents, PT Pertamina Hulu Energi has implemented the Corporate Life Saving Rules (CLSR). However, incident data from 2024 indicate that violations of CLSR remain one of the leading causes of workplace accidents, highlighting a gap between established safety requirements and workers’ compliance in the field. Therefore, it is necessary to identify the factors influencing workers’ compliance with CLSR in order to improve the effectiveness of its implementation. This study aims to analyze the influence of individual, organizational, and work-related factors on safety compliance in the implementation of CLSR and to formulate strategic recommendations for improving its effectiveness. A quantitative research approach was employed using Partial Least Squares Structural Equation Modeling (PLS-SEM). Data were collected through a questionnaire survey involving 174 employees and contractors engaged in high-risk work activities at PT Pertamina Hulu Energi Ogan Komering. The data were analyzed using measurement model (outer model) and structural model (inner model) evaluations. The results reveal that Safety Climate, Safety Knowledge, and Safety Motivation have a positive and significant effect on Safety Compliance in the implementation of CLSR. Safety Leadership was not found to have a direct effect on Safety Compliance; however, it plays a critical role in enhancing Safety Motivation, Risk Perception, and Safety Knowledge, which support safe work behavior. In addition, Workload and Work Schedule were found to negatively affect Safety Motivation, highlighting the importance of managing work-related factors to support workplace safety. This study concludes that improving workers’ compliance with CLSR requires an integrated approach that combines the strengthening of safety climate, enhancement of safety knowledge, development of safety leadership, and effective management of work-related factors influencing workers’ motivation to work safely. The findings contribute to the development of safety compliance models in the upstream oil and gas industry and provide a practical basis for formulating strategies to strengthen CLSR implementation in support of achieving the Zero Fatality target.
