Abstract

Information technology (IT) investment is a complex strategic decision characterized by a high level of uncertainty. Although rational evaluation methods such as cost–benefit analysis are available, IT investment decisions are often influenced by irrational psychological factors known as animal spirits. Previous studies indicate that leaders with high emotional intelligence (EI) produce higher-quality decisions; however, the mechanisms through which EI regulates or controls animal spirits are not yet fully understood. This study aims to identify the manifestations of animal spirits in IT investment decisions, analyze the mechanisms through which EI moderates their influence, compare decision quality between leaders with high and low EI, formulate practical strategies to control emotional bias, and explore the relationship between decision quality and successful IT investment implementation. This research adopts a qualitative approach using a phenomenological method, involving three informants selected purposively from various industries in Surabaya and its surrounding areas. Data were collected through semi-structured interviews and project documentation reviews, then analyzed using a spiral analytic approach with a coding framework based on three dimensions of animal spirits (confidence, stories, and money illusion), four dimensions of emotional intelligence, and six elements of decision quality, validated through triangulation involving convergence, complementarity, and divergence. The findings are expected to provide insights for leaders and organizations to increase awareness of the influence of animal spirits on IT investment decisions, develop emotional intelligence as a critical competency in strategic decision-making, and implement decision-making processes that incorporate self-reflection, data validation, and collaborative dialogue resulting in IT investment decisions that are more rational, sustainable, and value-creating.
