Abstract

Instalasi pipa bawah laut pada jalur West Natuna Transportation System (WNTS)–Pemping memerlukan pemilihan kapal penggelar pipa yang tepat karena setiap alternatif memiliki karakteristik risiko, biaya, dan kemampuan operasional yang berbeda. Penelitian ini bertujuan untuk menganalisis tingkat risiko penggunaan kapal DP2 dan pipelay barge pada aktivitas pipelaying, menghitung estimasi biaya operasi penggelaran pipa untuk setiap alternatif kapal, serta menentukan kapal yang paling optimal berdasarkan kriteria risiko, ekonomi, teknis operasional, dan lingkungan. Metode yang digunakan meliputi Failure Mode, Effects, and Criticality Analysis (FMECA) untuk menilai risiko melalui perhitungan Risk Priority Number (RPN), Work Breakdown Structure (WBS) dan Cost Breakdown Structure (CBS) untuk menghitung estimasi biaya, serta Analytical Hierarchy Process (AHP) untuk menentukan prioritas pemilihan kapal. Hasil analisis FMECA menunjukkan bahwa Pipelay vessel A yang menggunakan sistem Dynamic Positioning memiliki tingkat risiko lebih rendah dibandingkan alternatif pipelay barge, dengan nilai RPN sebesar 4 untuk Station Keeping risk, 5 untuk capsizing risk, 4 untuk risk for existing facility, dan 5 untuk risk to marine traffic. Berdasarkan hasil estimasi biaya, Pipelay vessel A memiliki biaya tertinggi sebesar $13.159.409,25, sedangkan Pipelay vessel C memiliki biaya terendah sebesar $9.117.111,15. Meskipun demikian, hasil pemilihan menggunakan AHP menunjukkan bahwa Pipelay vessel A menjadi alternatif terbaik dengan bobot prioritas sebesar 0,495 karena lebih unggul dari aspek risiko, produktivitas, kemudahan instalasi, dan kemampuan operasional, walaupun membutuhkan biaya yang lebih tinggi dibandingkan alternatif lainnya.

Offshore pipeline Installation on the West Natuna Transportation System (WNTS)–Pemping route requires the selection of an appropriate pipelaying vessel because each alternative has different characteristics in terms of risk, cost, and operational capability. This study aims to analyze the risk level of using a DP2 vessel and pipelay barges in pipelaying activities, estimate the operational cost of pipeline Installation for each vessel alternative, and determine the most optimal vessel based on risk, economic, technical-operational, and environmental criteria. The methods used in this study include Failure Mode, Effects, and Criticality Analysis (FMECA) to assess risk through the calculation of the Risk Priority Number (RPN), Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) to estimate costs, and the Analytical Hierarchy Process (AHP) to determine vessel selection priorities. The FMECA results show that Pipelay vessel A, which uses a Dynamic Positioning system, has a lower risk level compared to the pipelay barge alternatives, with RPN values of 4 for Station Keeping risk, 5 for capsizing risk, 4 for risk for existing facility, and 5 for risk to marine traffic. Based on the Cost Estimation results, Pipelay vessel A has the highest cost at US$13,159,409.25, while Pipelay vessel C has the lowest cost at US$9,117,111.15. However, the AHP results indicate that Pipelay vessel A is the best alternative with a priority weight of 0.495 because it performs better in terms of risk, productivity, ease of Installation, and operational capability, although it requires a higher cost than the other alternatives.
