Abstract

Peningkatan arus barang menyebabkan aktivitas operasional terminal menjadi semakin padat sehingga berpotensi menimbulkan bottleneck yang berdampak pada meningkatnya Turn Around Time (TRT) kapal. TRT kapal merupakan indikator kinerja operasional yang mencerminkan efisiensi pelayanan kapal. Penelitian ini bertujuan membangun model simulasi menggunakan perangkat lunak Arena untuk merepresentasikan sistem operasional kluter terminal PT Terminal Teluk Lamong, mengidentifikasi bottleneck, menganalisis pengaruh interaksi antar terminal, dan menentukan skenario perbaikan operasional berdasarkan aspek operasional dan ekonomi. Model simulasi dibangun menggunakan data historis Juli-September 2025 dan divalidasi melalui perbandingan TRT aktual dan simulasi. Hasil penelitian menunjukkan bahwa model simulasi telah memenuhi kriteria validitas karena nilai TRT actual sebesar 63,23 jam berada dalam rentang confidence interval hasil simulasi. Bottleneck teridentifikasi pada GSU, dan conveyor line, sedangkan secondary constraint terletak pada resource STS internasional dan domestik. Berdasarkan hasil identifikasi dikembangkan tujuh skenario dengan menerapkan konsep resource sharing antar terminal melalui redistribusi STS dan pengalihan 40% aliran muatan curah dari conveyor line menuju dump truck. Berdasarkan evaluasi indikator operasional dan ekonomi, skenario 7 dipilih karena mampu menurunkan ratarata TRT kluster terminal dari 65,88 jam menjadi 59,06 jam (10,35%), menyeimbangkan utilisasi resource, menghasilkan biaya operasional sebesar Rp. 16,88 miliar/tahun, memberikan penghematan biaya charter kapal sebesar Rp. 212,28 juta pada terminal domestik, Rp. 948,79 ribu pada terminal internasional, dan Rp. 50,89 juta pada terminal curah kering, meningkatkan kapasitas pelayanan hingga 323,42 kapal/tahun pada terminal domestik, 0,80 kapal/tahun pada terminal internasional, dan 1,49 kapal/tahun pada terminal curah kering, serta berpotensi menghasilkan tambahan pendapatan sebesar Rp. 744,22 miliar per tahun.

The increasing flow of cargo has intensified terminal operations, causing bottlenecks that lead to longer vessel Turn Around Time (TRT). TRT is a key operational performance indicator that reflects the efficiency of vessel handling services. This study aims to develop a simulation model using Arena to represent the PT Terminal Teluk Lamong terminal cluster operations, identify bottlenecks, analyze the impact of inter-terminal interactions, and determine improvement scenarios based on operational and economic aspects. The simulation model was developed using historical data from July to September 2025 and validated by comparing the actual TRT with the simulated TRT. The results indicate that the simulation model is valid, as the actual TRT of 63.23 hours falls within the confidence interval of the simulation results. Bottlenecks were identified at the GSU and conveyor line, while secondary constraints occurred in the international and domestic STS crane resources. Based on these findings, seven operational improvement scenarios were developed by implementing resource sharing through STS redistribution and diverting 40% of dry bulk cargo flow from the conveyor line to dump trucks. Based on operational and economic evaluations, Scenario 7 was selected as the best alternative, reducing the average cluster terminal TRT from 65.88 hours to 59.06 hours (10.35%), balancing resource utilization, reducing annual operating costs to IDR 16.88 billion, generating charter cost savings, increasing service capacity to 323.42 vessels/year at the domestic terminal, 0.80 vessels/year at the international terminal, and 1.49 vessels/year at the dry bulk terminal, while generating additional annual revenue of IDR 744.22 billion.
