Abstract

Ruas Jalan Akses Jembatan Suramadu Sisi Madura sepanjang 11,481 km merupakan koridor transportasi nasional strategis di Kabupaten Bangkalan. Tingginya beban volume lalu lintas berbanding lurus dengan peningkatan risiko keselamatan, yang tercatat sebanyak 73 kejadian kecelakaan pada periode 2023–2025. Penelitian ini bertujuan mengevaluasi kelaikan fungsi teknis dan tingkat keselamatan jalan berdasarkan Pedoman Uji Laik Fungsi Jalan Kementerian PUPR Nomor 06/P/BM/2024 dengan metode Pemeringkatan Bintang (Star Rating).
Evaluasi dilakukan melalui survei lapangan langsung dengan membagi ruas jalan menjadi 114 segmen (setiap 100 meter) untuk masing-masing arah tinjauan. Data primer yang dikumpulkan meliputi aspek geometrik, kondisi fisik perkerasan, pemanfaatan bagian jalan, perlengkapan jalan, fasilitas pengguna jalan rentan, serta manajemen dan rekayasa lalu lintas. Hasil analisis nilai Star Rating Score (SRS) menunjukkan kondisi keselamatan jalan yang bervariasi. Pada arah Surabaya–Madura, teridentifikasi 15 segmen berkategori Bintang 4 (sangat berkeselamatan), 98 segmen Bintang 3 (berkeselamatan dasar), dan 1 segmen kritis berkategori Bintang 2 (STA 4+100 – STA 4+200). Sementara pada arah Madura–Surabaya, terdapat 18 segmen Bintang 4, 94 segmen Bintang 3, serta 2 segmen kritis berkategori Bintang 2 (STA 4+000 – STA 4+100 dan STA 1+700 – STA 1+800).
Berdasarkan temuan deviasi kelaikan tersebut, disusun rekomendasi penanganan teknis berupa pemeliharaan rutin perkerasan jalan (metode P2 dan P5), perbaikan kontinuitas marka cat thermoplastic, penambahan rambu peringatan, fasilitas lampu warning light, dan tiang Penerangan Jalan Umum (PJU), serta pemasangan median barrier, guardrail baja, dan rumble strips. Implementasi penanganan teknis ini dituangkan ke dalam dokumen Detail Engineering Design (DED) dengan estimasi total Rencana Anggaran Biaya (RAB) sebesar Rp3.786.949.260,00. Dokumen perencanaan ini dapat menjadi acuan konkret bagi instansi terkait dalam optimalisasi infrastruktur jalan yang aman, berkeselamatan, dan berkelanjutan.

The Suramadu Bridge Access Road on the Madura Side, spanning 11.481 km, serves as a strategic national transportation corridor in Bangkalan Regency. High traffic volume is directly proportional to an increased safety risk, as evidenced by 73 recorded traffic accident incidents during the 2023–2025 period. This study aims to evaluate the technical functional suitability and road safety levels based on the Ministry of Public Works and Housing (PUPR) Road Functional Suitability Test Guidelines No. 06/P/BM/2024 using the Star Rating method.
The evaluation was conducted through direct field surveys by dividing the road section into 114 segments (every 100 meters) for each direction of observation. Primary data collected includes geometric aspects, physical pavement conditions, road utility space usage, road appurtenances, facilities for vulnerable road users, and traffic management and engineering. The Star Rating Score (SRS) analysis results indicate varying road safety conditions. In the Surabaya–Madura direction, 15 segments were identified as Star 4 (highly safe), 98 segments as Star 3 (basic safety), and 1 critical segment as Star 2 (STA 4+100 – STA 4+200). Meanwhile, in the Madura–Surabaya direction, there are 18 Star 4 segments, 94 Star 3 segments, and 2 critical segments classified as Star 2 (STA 4+000 – STA 4+100 and STA 1+700 – STA 1+800).
Based on these functional suitability deviations, technical handling recommendations were formulated, including routine pavement maintenance (P2 and P5 methods), restoration of thermoplastic pavement marking continuity, addition of warning signs, warning light facilities, and public street lighting (PJU) poles, as well as the installation of median barriers, steel guardrails, and rumble strips. The implementation of these technical measures is detailed in the Detail Engineering Design (DED) document with an estimated total Cost Estimate (RAB) of IDR 3,786,949,260.00. This planning document can serve as a concrete reference for relevant agencies in optimizing safe, secure, and sustainable road infrastructure.
