Abstract
Keandalan jaringan tenaga listrik merupakan faktor krusial yang memengaruhi kualitas layanan distribusi tenaga listrik.Untuk Melayani Kebutuhan pasokan listrik, PLN UP3 Banten Selatan di supply dari 63 Penyulang. Dari 63 Penyulang tersebut terdapat 5 penyulang yang mensupply 859 Gardu Distribusi, dimana dari total tersebut terdapat 84 gardu distribusi yang mengalami drop voltase sehingga mengakibatkan loss kwh sebesar 188.242,18 Kwh. Salah satu upaya yang dapat dilakukan adalah dengan menentukan pemasangan perangkat Trafo Tap khusus di titik-titik strategis pada jaringan distribusi dengan menggunakan metode AHP – TOPSIS. Penelitian diawali dengan metode AHP untuk memperoleh konsensus para ahli terkait kriteria dalam penentuan pemasangan trafo tap khusus, dimana penentuan kriteria sudah didapatkan berdasarkan data dari Key Performance Indicator PLN UP3 Banten Selatan tahun 2025. Metode AHP untuk menentukan bobot prioritas melalui perbandingan berpasangan (pairwise comparison). Selanjutnya dilakukan pengujian konsistensi menggunakan Consistency Index (CI) dan Consistency Ratio (CR) dengan batas penerimaan CR ≤ 0,10. Tahap Selanjutnya adalah menentukan kriteria tadi kedalam cost benefit, dimana selanjutnya akan dbentuk dalam matriks keputusan ternormalisasi, pembobotan matriks, penentuan solusi ideal positif dan negatif, jarak Euclidean, hingga didapatkan perangkingan berdasarkan solusi kedekatan ideal positif. Hasil penelitian menunjukkan bahwa dari 6 kriteria, Kriteria Jenis pelanggan memiliki bobot paling besar yaitu sebesar 40.96%, kemudian ENS sebesar 20.90%, keluhan berulang 18.89%, Rating Negatif 7,33%, Susut 6,28%, dan Penjualan 5,65%.Hasil analisis sensitivitas terhadap perubahan bobot menunjukan bahwa model keputusan yang dibangun memiliki tingkat stabilitas yang baik, di mana kriteria jenis pelanggan tetap menjadi faktor paling dominan dalam mempengaruhi hasil akhir perankingan. Hasil selanjutnya dengan melakukan perhitungan ulang nilai kedekatan relatif yang dilakukan menggunakan metode Topsis menunjukkan bahwa tidak ada perubahan signifikan dalam penentuan peringkat alternatif, dimana hanya ada 2 gardu yang keluar dari zona 10 besar.

The reliability of the electric power grid is a crucial factor affecting the quality of electricity distribution services. To serve its electricity needs, PLN UP3 South Banten is supplied by 63 feeders. Of these 63 feeders, 5 feeders supply 859 distribution substations, of which 84 distribution substations experienced voltage drops, resulting in a kWh loss of 188,242.18 kWh. One possible solution is to determine the installation of special tap transformers at strategic points in the distribution network using the AHP-TOPSIS method.The research began with the AHP method to obtain expert consensus regarding the criteria for determining the installation of special tap transformers. The criteria were determined based on data from PLN UP3 South Banten's 2025 Key Performance Indicators. The AHP method determines priority weights through pairwise comparisons. Consistency testing was then conducted using the Consistency Index (CI) and Consistency Ratio (CR) with an acceptable CR limit of ≤ 0.10. The next step is to define the criteria into cost benefit ratios, which will then be formed into a normalized decision matrix, matrix weighting, determination of positive and negative ideal solutions, Euclidean distance, and finally a ranking based on the positive ideal proximity solution is obtained.The results showed that of the six criteria, the Customer Type criterion had the largest weighting at 40.96%, followed by ENS at 20.90%, repeated complaints at 18.89%, Negative Ratings at 7.33%, Shrinkage at 6.28%, and Sales at 5.65%. The results of a sensitivity analysis to weight changes indicate that the developed decision model has a good level of stability, where the customer type criterion remains the most dominant factor in influencing the final ranking results. Further results, by recalculating the relative proximity value (C_i+) using the TOPSIS method, showed no significant changes in the ranking of alternatives, with only two substations out of the top 10: SSDC240 and SKBC240, thus categorizing the data as robust or consistent.
