Abstract
Administrasi pertanahan yang masih didominasi oleh representasi dua dimensi belum sepenuhnya mampu menggambarkan hubungan spasial vertikal antara bangunan, bidang tanah, dan informasi hak atas tanah. Penelitian ini bertujuan menghasilkan model kadaster tiga dimensi di Perumahan Tropodo, Kecamatan Waru, Kabupaten Sidoarjo, menganalisis kesesuaian posisi bangunan berdasarkan atribut hak atas tanah, serta menganalisis ketinggian bangunan terhadap ambang batas 15 meter yang ditetapkan dalam penelitian. Metode penelitian berupa analisis spasial aplikatif yang meliputi segmentasi data *point cloud*, digitasi *footprint* bangunan, rekonstruksi model bangunan LoD2.2 menggunakan Roofer, *overlay* dengan peta bidang tanah, klasifikasi kesesuaian, pemetaan konseptual terhadap *Land Administration Domain Model* (LADM), serta visualisasi menggunakan CesiumJS. Pemodelan menghasilkan 1.873 objek *Building* dan 1.860 objek *BuildingPart* dalam format CityJSON. Setelah penyelarasan dengan *footprint*, sebanyak 1.872 objek bangunan dianalisis terhadap 1.545 bidang tanah. Hasil analisis berdasarkan atribut hak menunjukkan bahwa 1.631 bangunan atau 87,13% berada pada bidang dengan Hak Milik atau Hak Guna Bangunan, sedangkan 241 bangunan atau 12,87% memerlukan verifikasi lebih lanjut. Analisis ketinggian menunjukkan bahwa 1.865 bangunan atau 99,63% memiliki tinggi kurang dari atau sama dengan 15 meter, sedangkan 7 bangunan atau 0,37% memiliki tinggi antara 15,99–20,01 meter. Berdasarkan penggabungan kedua kriteria tersebut, sebanyak 1.624 bangunan atau 86,75% berstatus sesuai dan 248 bangunan atau 13,25% berstatus perlu verifikasi. Hasil penelitian berhasil disajikan melalui SIPERTAH. Model yang dihasilkan merupakan representasi fisik dan analitis yang mengacu pada konsep LADM, bukan merupakan penetapan hak ruang tiga dimensi maupun legalitas bangunan.

Land administration systems that are predominantly based on two-dimensional representations cannot fully describe the vertical spatial relationships between buildings, land parcels, and land-right information. This study aims to develop a three-dimensional cadastral model for Tropodo Housing Estate, Waru District, Sidoarjo Regency; analyze the positional conformity of buildings based on land-right attributes; and analyze building heights against the 15-meter threshold established in the study. The research applies an applied spatial analysis workflow consisting of point cloud segmentation, building footprint digitization, LoD2.2 building reconstruction using Roofer, spatial overlay with land parcel maps, conformity classification, conceptual mapping to the *Land Administration Domain Model* (LADM), and visualization using CesiumJS. The modeling process produced 1,873 Building objects and 1,860 BuildingPart objects in CityJSON format. After footprint alignment, 1,872 building objects were analyzed against 1,545 land parcels. The land-right attribute analysis showed that 1,631 buildings or 87.13% were located on parcels with Hak Milik or Hak Guna Bangunan, while 241 buildings or 12.87% required further verification. The height analysis indicated that 1,865 buildings or 99.63% had heights less than or equal to 15 meters, whereas 7 buildings or 0.37% had heights ranging from 15.99 to 20.01 meters. Based on the combination of both criteria, 1,624 buildings or 86.75% were classified as conforming, while 248 buildings or 13.25% required further verification. The results were successfully presented through SIPERTAH. The resulting model represents a physical and analytical representation based on the LADM concept and does not constitute a determination of three-dimensional spatial rights or building legality.
