Abstract

BRIDA Kota Surabaya sebagai perangkat daerah yang menyelenggarakan urusan penelitian dan inovasi masih mengelola kegiatan riset secara semi-manual melalui beberapa media terpisah dan tidak saling terhubung, seperti Inovboyo, Google Drive, dan Spreadsheet. Kondisi ini menyebabkan data riset tercampur dengan data inovasi, tersebar pada berbagai platform, serta belum didukung standar operasional prosedur dan sistem informasi yang terintegrasi, sehingga pengelolaan riset belum sepenuhnya mendukung prinsip interoperabilitas dan keterpaduan Sistem Pemerintahan Berbasis Elektronik (SPBE). Penelitian ini bertujuan menganalisis proses bisnis, kebutuhan data, dan kebutuhan pengguna dalam pengelolaan riset saat ini, serta menghasilkan rancangan sistem informasi e-Kajian yang memenuhi kebutuhan pengelolaan riset sekaligus mendukung prinsip interoperabilitas SPBE. Metode yang digunakan adalah Object-Oriented Analysis and Design (OOAD), melalui pemodelan BPMN As-Is dan To-Be, Use Case Diagram dan Description, Activity Diagram, Class Diagram, Sequence Diagram, serta Entity Relationship Diagram As-Is dan To-Be, yang divalidasi melalui member checking bersama narasumber BRIDA Kota Surabaya. Hasil penelitian berupa rancangan sistem e-Kajian yang mencakup sembilan aktor, tiga puluh dua kebutuhan fungsional, sepuluh kebutuhan nonfungsional, serta rancangan struktur data terintegrasi dengan titik integrasi eksplisit terhadap sistem e-Kerjasama, sistem pendaftaran hak paten, dan sistem Inovboyo. Penelitian ini bermanfaat sebagai acuan pengembangan sistem informasi pengelolaan riset yang terpadu bagi BRIDA Kota Surabaya serta referensi penerapan OOAD dalam perancangan sistem informasi berbasis prinsip SPBE.

BRIDA Kota Surabaya (the Surabaya City Research and Innovation Agency), as the regional government unit responsible for research and innovation affairs, still manages research activities semi-manually through several disconnected, standalone media such as Inovboyo, Google Drive, and Spreadsheets. This condition causes research data to be intermixed with innovation data, scattered across multiple platforms, and unsupported by standardized operating procedures or an integrated information system, so that research management does not yet fully support the interoperability and integration principles of Indonesia's Electronic-Based Government System (SPBE). This study aims to analyze the current business processes, data requirements, and user requirements in research management, and to produce a design for the e-Kajian information system that meets research management needs while supporting the SPBE interoperability principle. The method used is Object-Oriented Analysis and Design (OOAD), employing As-Is and To-Be BPMN modeling, Use Case Diagrams and Descriptions, Activity Diagrams, Class Diagrams, Sequence Diagrams, and Entity Relationship Diagrams As-Is and To-Be, validated through member checking with informants from BRIDA Kota Surabaya. The results consist of an e-Kajian system design comprising nine actors, thirty-two functional requirements, ten non-functional requirements, and an integrated data structure design featuring explicit integration points with the e-Kerjasama system, the patent registration system, and the Inovboyo system. This research is expected to serve as a reference for developing an integrated research management information system for BRIDA Kota Surabaya, as well as a reference for applying OOAD in designing information systems based on SPBE principles.
