Abstract

Pelanggaran dan kecelakaan lalu lintas masih menjadi persoalan kebijakan publik yang penting di Indonesia, dengan denda lalu lintas sebagai salah satu instrumen utama dalam meningkatkan kepatuhan pengguna jalan. Meskipun secara teoretis peningkatan denda diharapkan mampu menurunkan jumlah pelanggaran, bukti empiris mengenai efektivitas dan besaran denda yang optimal masih terbatas. Penelitian ini bertujuan menganalisis pengaruh besaran denda terhadap jumlah pelanggaran lalu lintas serta menentukan besaran denda yang optimal melalui integrasi regresi Negative Binomial dan model permainan Stackelberg. Data yang digunakan merupakan data pelanggaran lalu lintas Kota Surabaya periode 2023--2024. Analisis diawali dengan regresi Poisson untuk menguji karakteristik data, kemudian dilanjutkan menggunakan regresi Negative Binomial karena terindikasi mengalami overdispersion. Hasil estimasi regresi selanjutnya ditransformasikan menjadi fungsi reaksi pelanggar sebagai follower dalam model Stackelberg, dengan pemerintah berperan sebagai leader yang menentukan besaran denda optimal. Hasil penelitian menunjukkan bahwa besaran denda berpengaruh negatif terhadap jumlah pelanggaran lalu lintas, sedangkan jumlah kendaraan berpengaruh positif terhadap jumlah pelanggaran. Berdasarkan model Stackelberg diperoleh besaran denda optimal sebesar Rp 520.000 untuk kategori pelanggaran ringan, Rp 740.000 untuk kategori pelanggaran sedang, dan Rp 1.330.000 untuk kategori pelanggaran berat. Hasil tersebut menunjukkan bahwa besaran denda optimal yang diperoleh lebih tinggi dibandingkan denda yang berlaku saat ini dan mampu menurunkan ekspektasi jumlah pelanggaran, sehingga dapat menjadi dasar empiris dalam penyusunan kebijakan denda lalu lintas yang lebih efektif.

Traffic violations and road accidents remain major public policy concerns in Indonesia, with traffic fines serving as one of the primary instruments for improving road user compliance. Although increasing fines is theoretically expected to reduce the number of traffic violations, empirical evidence regarding their effectiveness and the determination of optimal fine levels remains limited. This study aims to analyze the effect of traffic fines on the number of traffic violations and to determine the optimal fine levels by integrating a Negative Binomial regression model with a Stackelberg game model.
The study uses traffic violation data from Surabaya for the 2023–2024 period. The analysis begins with Poisson regression to examine the characteristics of the data and is subsequently extended to Negative Binomial regression due to the presence of overdispersion. The estimated regression model is then transformed into the offenders’ reaction function as the follower in the Stackelberg framework, where the government acts as the leader in determining the optimal fine levels.
The results indicate that traffic fines have a negative effect on the number of traffic violations, while the number of vehicles has a positive effect on traffic violations. Based on the Stackelberg model, the optimal fine levels are estimated at IDR 520,000 for minor violations, IDR 740,000 for moderate violations, and IDR 1,330,000 for major violations. These optimal fine levels are higher than the current fines and are expected to reduce the number of traffic violations. The findings provide an empirical basis for developing more effective traffic fine policies.
