Abstract

Kawasan pesisir industri Gresik menghadapi tekanan ekologis akibat urbanisasi, aktivitas pelabuhan, dan limbah cair industri pupuk yang meningkatkan beban pencemar perairan. Kondisi ini menurunkan kualitas ekosistem pesisir dan memengaruhi kesejahteraan psikososial masyarakat. Penanganan yang diterapkan masih berorientasi pada infrastruktur teknis pengolahan limbah serta belum mengintegrasikan pemulihan kesehatan mental, penyediaan ruang publik inklusif, dan perbaikan ekologi sebagaimana ditekankan dalam kerangka restorative city. Penelitian perancangan ini bertujuan merumuskan prinsip dan strategi desain Pusat Laboratorium Lahan Basah di kawasan penyangga Pelabuhan Gresik sebagai fasilitas pengolahan limbah sekunder sekaligus lanskap pembelajaran pesisir berbasis regenerative design. Proses perancangan menggunakan force-based framework Plowright untuk mengidentifikasi forces berupa asset, pressure, opportunity, dan constraint yang berasal dari kondisi ekologis, infrastruktur, praktik pengelolaan limbah, aktivitas nelayan, serta kebutuhan pengguna. Data diperoleh melalui studi pustaka, analisis regulasi dan lingkungan, observasi tapak, serta wawancara. Data tersebut dirumuskan menjadi kriteria desain berdasarkan lima aspek formal, kemudian diterjemahkan ke dalam zonasi, matriks kedekatan ruang, bubble diagram, gubahan massa, dan diagram constructed Wetland berbasis mikroalga. Penelitian ini menghasilkan prinsip desain, kriteria perancangan, dan prototipe konfigurasi yang menunjukkan bahwa aliran limbah industri dapat diolah melalui biofiltrasi sekaligus dimanfaatkan sebagai ruang publik restoratif di pesisir industri Gresik.

The industrial coastal area of Gresik faces ecological pressure driven by urbanization, port activities, and the wastewater from the fertilizer industry, which increases the pollutant load in surrounding waters. This situation reduces the quality of the coastal ecosystem and affects the community’s psychosocial well-being. The interventions currently in place remain oriented toward technical infrastructure for wastewater treatment and have not yet integrated mental health recovery, the provision of Inclusive public spaces, and ecological restoration, as emphasized in the restorative city framework. This design research aims to formulate design principles and strategies for the Pusat Laboratorium Lahan Basah in the buffer zone of Gresik Port, functioning as a secondary wastewater treatment facility as well as a coastal learning landscape based on regenerative design. The design process uses Plowright’s force-based framework to identify forces in the form of assets, pressures, opportunities, and constraints arising from ecological conditions, infrastructure, wastewater management practices, the activities of fishers, and user needs. Data were collected through a literature review, analysis of regulations and the environment, site observations, and interviews. The data were then developed into design criteria across five formal aspects and translated into zoning, a spatial adjacency matrix, bubble diagrams, massing compositions, and microalgae-based constructed Wetland diagrams. This study produces design principles, planning criteria, and configuration prototypes indicating that industrial wastewater flows can be treated through biofiltration while also being repurposed as restorative public space along the industrial coast of Gresik.
