Abstract
Kawasan sempadan Sungai Ancar di Kelurahan Selagalas ditetapkan sebagai kawasan lindung, namun mengalami degradasi fungsi ekologis akibat dominasi permukiman padat dan lahan terbangun, sehingga meningkatkan kerentanan kawasan terhadap risiko banjir. Penelitian ini bertujuan merumuskan strategi optimalisasi fungsi ekologis sempadan Sungai Ancar pada kawasan rawan banjir sebagai upaya mitigasi banjir di Kelurahan Selagalas. Penelitian menggunakan pendekatan mixed methods melalui tiga sasaran analisis: analisis spasial deskriptif dan kuantitatif untuk mengidentifikasi kondisi eksisting penggunaan lahan, kerapatan vegetasi berdasarkan Normalized Difference Vegetation Index (NDVI), permeabilitas tanah dan batuan, serta defisit ruang terbuka hijau pada sempadan sungai; analisis deskriptif kualitatif dan kuantitatif melalui kuesioner terhadap 100 responden serta wawancara mendalam dengan instansi terkait untuk mengidentifikasi faktor penyebab kurang optimalnya fungsi ekologis; serta analisis SWOT untuk merumuskan alternatif dan prioritas strategi. Hasil penelitian menunjukkan bahwa kawasan sempadan belum berfungsi optimal, ditandai dominasi lahan terbangun sebesar 57,31%, rendahnya proporsi vegetasi rapat, defisit ruang terbuka hijau pada Garis Sempadan Sungai sebesar 39,15% dari kondisi ideal, serta keterbatasan permeabilitas akibat tutupan lahan dan formasi batuan breksi-lava, dengan potensi penurunan koefisien limpasan hingga 58,9% apabila fungsi vegetasi dipulihkan. Faktor penyebab utama mencakup legalitas kepemilikan lahan, keterbatasan fiskal daerah, kerentanan hidrologis wilayah hilir, dan koordinasi antarlembaga yang belum optimal. Berdasarkan temuan tersebut, dirumuskan tiga strategi prioritas yang mencakup penataan fisik dan ruang, penguatan partisipasi masyarakat, serta penguatan kolaborasi antarlembaga sebagai upaya mitigasi banjir yang efektif.

The riverbank buffer zone of the Ancar River in Selagalas Sub-district is designated as a protected area, yet has experienced ecological function degradation due to the dominance of dense settlements and built-up land, thereby increasing the area's vulnerability to flooding. This study aims to formulate a strategy for optimizing the ecological function of the Ancar River buffer zone in flood-prone areas as a flood mitigation effort in Selagalas Sub-district. The research employs a mixed-methods approach through three analytical objectives: descriptive and quantitative spatial analysis to identify existing conditions of land use, vegetation density based on the Normalized Difference Vegetation Index (NDVI), soil and rock permeability, and green open space deficit within the riverbank buffer; descriptive qualitative and quantitative analysis through questionnaires distributed to 100 respondents and in-depth interviews with relevant institutions to identify factors contributing to the suboptimal ecological function; and SWOT analysis to formulate strategic alternatives and priorities. The findings reveal that the buffer zone has not functioned optimally, indicated by built-up land dominance of 57.31%, a low proportion of dense vegetation, a green open space deficit of 39.15% from the ideal condition along the River Sempadan Line, and limited permeability due to land cover and breccia-lava rock formations, with a potential 58.9% reduction in the runoff coefficient if vegetation function is restored. The main contributing factors include land ownership legality, regional fiscal constraints, downstream hydrological vulnerability, and inter-agency coordination that remains suboptimal. Based on these findings, three priority strategies were formulated, covering physical and spatial arrangement, community participation, and inter-institutional collaboration as an integrated flood mitigation effort.
