Abstract

Indonesia memiliki wilayah perairan yang luas dengan lalu lintas maritim padat dan kondisi geografis yang kompleks. Hal ini membuat tingkat risiko kecelakaan maritim, khususnya tubrukan kapal cenderung tinggi yang dapat berdampak serius pada keselamatan penumpang maupun barang. Sebagai upaya pencegahan kecelakaan, penelitian ini mengembangkan suatu metode penilaian risiko melalui kalkulasi indeks keselamatan dengan mempertimbangkan faktor kondisi lingkungan. Pada tahap awal, penelitian dilakukan dengan melakukan identifikasi faktor-faktor penyebab kecelakaan melalui Fault Tree Analysis (FTA). Kondisi-kondisi yang paling berpengaruh terhadap kecelakaan tubrukan kapal kemudian diperinci lagi untuk melakukan investigasi lebih lanjut. Selanjutnya, dilakukan weighting method menggunakan bagan faktor yang mempertimbangkan persepsi petugas navigasi. Faktor kondisi pelayaran, seperti kepadatan kapal dan rute kapal, dianalisis secara mendalam untuk mengevaluasi data kondisi operasional dan menentukan rentang waktu dengan tingkat kepadatan tertinggi di pelabuhan. Tahap akhir melibatkan pemodelan arus dan gelombang laut untuk menentukan Indeks Keselamatan dengan mempertimbangkan faktor oseanografi laut di Indonesia. Hasil pemodelan menyajikan data waktu dan lokasi dengan Indeks Keselamatan terendah dan tertinggi, yang hasilnya dapat digunakan untuk mitigasi risiko kecelakaan kapal. Dengan pendekatan holistik dan desain bagan faktor, penelitian ini memberikan wawasan mendalam tentang faktor penyebab kecelakaan kapal di perairan Indonesia serta mendukung pengambilan keputusan efektif untuk meningkatkan keselamatan maritim.

Indonesia has vast territorial waters with heavy maritime traffic and complex geographical conditions. This makes the risk level of maritime accidents, especially ship collisions, tend to be high, which can have a serious impact on the safety of passengers and goods. As an effort to prevent accidents, this research develops a risk assessment method through the calculation of a safety index by considering environmental condition factors. In the initial stage, the research was conducted by identifying the factors that cause accidents through Fault Tree Analysis (FTA). The conditions that have the most influence on ship collision accidents are then further detailed for further investigation. Next, a weighting method was conducted using a factor chart that considered the perception of navigation officers. Shipping condition factors, such as vessel density and vessel routes, were analyzed in depth to evaluate the operational condition data and determine the period with the highest density in the port. The final stage involved modeling ocean currents and waves to determine the safety index considering oceanographic factors in Indonesia. The modeling results provide data on the times and locations with the lowest and highest safety index, which can be used to mitigate the risk of ship accidents. With a holistic approach and factor chart design, this research provides in-depth insights into the causal factors of ship accidents in Indonesian waters. It supports effective decision-making to improve maritime safety.
