Abstract
Penerapan Ballast Water Management Convention (BWMC) oleh International Maritime Organization (IMO) mewajibkan kapal melakukan pengolahan air balas sebelum dibuang ke lingkungan untuk mencegah penyebaran spesies asing invasif dan organisme patogen. Namun, implementasi Ballast Water Treatment System (BWTS) di atas kapal masih menghadapi berbagai kendala, seperti keterbatasan ruang, tingginya biaya investasi, kebutuhan daya listrik, serta kompleksitas operasi dan pemeliharaan. Sebagai alternatif, sistem pengolahan air balas berbasis pelabuhan (land-based treatment) menggunakan chlorination plant menawarkan solusi yang lebih efisien melalui pemanfaatan fasilitas terpusat. Penelitian ini bertujuan menganalisis aspek teknis dan kelayakan ekonomi implementasi chlorination plant system untuk pengolahan air balas kapal di Pelabuhan Teluk Lamong. Analisis teknis dilakukan melalui mengetahui kapasitas sistem, konfigurasi sistem, dan identifikasi komponen utama, sedangkan analisis ekonomi meliputi perhitungan Capital Expenditure (CAPEX), Operational Expenditure (OPEX), Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period, dan Compound Annual Growth Rate (CAGR). Hasil penelitian menunjukkan bahwa kapasitas optimal sistem sebesar 1.150 m³/jam mampu melayani sekitar 85% kebutuhan pengolahan air balas berdasarkan distribusi historis volume kapal di Pelabuhan Teluk Lamong. Sistem menggunakan teknologi elektrolisis untuk menghasilkan natrium hipoklorit (NaOCl) dengan dosis 5 ppm sehingga memenuhi standar IMO D-2. Analisis ekonomi menunjukkan kebutuhan investasi awal (CAPEX) sebesar Rp12.649.100.130 dan biaya operasional tahunan (OPEX) sebesar Rp1,497,238,527. Evaluasi kelayakan menghasilkan nilai NPV sebesar Rp29,756,390,887 pada discount rate 5.25%, IRR sebesar 16.67%, serta Payback Period selama 6 tahun. Selain itu, nilai CAGR sebesar 9.26% per tahun menunjukkan pertumbuhan arus kas yang stabil dan melampaui tingkat inflasi maupun suku bunga acuan. Berdasarkan hasil analisis teknis dan ekonomi tersebut, implementasi chlorination plant system di Pelabuhan Teluk Lamong dinyatakan cukup layak untuk direalisasikan sebagai solusi pengolahan air balas yang efektif, ekonomis, dan mendukung kepatuhan terhadap regulasi internasional.

The implementation of the Ballast Water Management Convention (BWMC) by the International Maritime Organization (IMO) requires ships to treat their ballast water before discharging it into the environment to prevent the spread of invasive alien species and pathogenic organisms. However, the implementation of Ballast Water Treatment Systems (BWTS) on board ships still faces various challenges, such as space constraints, high investment costs, electricity requirements, and the complexity of operation and maintenance. As an alternative, a land-based ballast water treatment system using a chlorination plant offers a more efficient solution through the use of centralized facilities. This study aims to analyze the technical aspects and economic feasibility of implementing a chlorination plant system for ship ballast water treatment at Teluk Lamong Port. The technical analysis was conducted by determining system capacity, facility configuration, and identifying key components, while the economic analysis included calculations of Capital Expenditure (CAPEX), Operational Expenditure (OPEX), Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period, and Compound Annual Growth Rate (CAGR). The research results show that the system’s optimal capacity of 1,150 m³/hour is capable of meeting approximately 85% of the ballast water treatment needs based on the historical distribution of vessel volumes at Teluk Lamong Port. The system uses electrolysis technology to produce sodium hypochlorite (NaOCl) at a dosage of 5 ppm, thereby meeting the IMO D-2 standard. The economic analysis indicates an initial investment (CAPEX) of Rp12,649,100,130 and annual operating costs (OPEX) of Rp1,497,238,527. The feasibility evaluation yielded a Net Present Value (NPV) of Rp29,756,390,887 at a discount rate of 5.25%, an Internal Rate of Return (IRR) of 16.67%, and a Payback Period of 6 years. Additionally, a Compound Annual Growth Rate (CAGR) of 9.26% per year indicates stable cash flow growth that exceeds both the inflation rate and the benchmark interest rate. Based on the results of the technical and economic analysis, the implementation of a chlorination plant system at Teluk Lamong Port is deemed feasible as an effective and economical solution for ballast water treatment that supports compliance with international regulations.
