Abstract

Banjir merupakan bencana yang masih menjadi permasalahan di Kota Surabaya, khususnya Kecamatan Mulyorejo dan Sukolilo. Meskipun telah dilakukan peningkatan sistem drainase, genangan masih sering menimpa di beberapa wilayah di Kota Surabaya. Blue-Green Infrastructure merupakan salah satu pendekatan alternatif dan telah diakui merupakan pendekatan berkelanjutan yang dapat menjadi solusi mengurangi risiko banjir. Penelitian ini bertujuan untuk menganalisis potensi BGI aktual (taman, jalur hijau, pemakaman, danau, dan boezem) dalam pengendalian banjir di Kecamatan Mulyorejo dan Sukolilo yang merupakan salah satu wilayah yang memiliki kelas bahaya banjir tinggi. Penelitian ini dilakukan identifikasi dan pemetaan terhadap lokasi dan kapasitas fisik BGI yang dijadikan input dalam menganalisis potensi BGI dalam mengurangi limpasan melalui metode Soil Conservation Service-Curve Number dan Analisis Kapasitas Tampungan. Hasil penelitian menunjukkan bahwa Blue-Green Infrastructure aktual memberikan kontribusi terhadap pengurangan limpasan permukaan dengan nilai yang relatif kecil dibandingkan dengan potensi limpasan permukaan yang terbentuk dengan nilai green infrastructure berpotensi dapat menginfiltrasi sebesar 50.237 m3 dan blue infrastructure menyediakan kapasitas tampungan efektif sebesar 281.977 m3. Kombinasi kedua elemen tersebut menghasilkan potensi pengurangan limpasan sebesar 231.740 m3 atau 9.11% dari total limpasan permukaan di wilayah penelitian.

Flooding remains a persistent problem in the city of Surabaya, particularly in the Mulyorejo and Sukolilo subdistricts. Although improvements have been made to the drainage system, flooding still frequently occurs in several areas of Surabaya. Blue-Green Infrastructure is one alternative approach and has been recognized as a sustainable solution for reducing flood risk. This study aims to analyze the actual potential of BGI (parks, green belts, cemeteries, lakes, and retention basins) for flood control in the Mulyorejo and Sukolilo subdistricts, which are among the areas classified as having a high flood hazard level. This study identified and mapped the locations and physical capacities of BGI sites, which were used as inputs in analyzing the potential of BGI to reduce runoff using the Soil Conservation Service Curve Number method and Storage Capacity Analysis. The results of the study indicate that the actual Blue-Green Infrastructure contributes to the reduction of surface runoff with a relatively small value compared to the potential surface runoff formed with the value of green infrastructure potentially able to infiltrate 50,237 m3 and blue infrastructure providing an effective storage capacity of 281,977 m3. The combination of these two elements results in a potential runoff reduction of 231,740 m3 or 9.11% of the total surface runoff in the study area.
