Abstract
Meningkatnya jumlah kendaraan yang mencapai akhir masa pakai (End-of-Life Vehicles/ELV) di Indonesia menimbulkan tantangan lingkungan, ekonomi, sosial, dan regulasi, terutama karena belum adanya kerangka regulasi khusus yang mengatur kegiatan refurbishment dan product recovery secara komprehensif. Penelitian ini bertujuan untuk menganalisis kesenjangan regulasi antara Indonesia dan negara pembanding, yaitu Uni Eropa, Jepang, Korea Selatan, China, dan Malaysia, serta menentukan prioritas kebijakan yang paling relevan untuk mendukung pengembangan regulasi ELV refurbishment di Indonesia. Penelitian menggunakan pendekatan regulatory gap analysis dan Multi-Criteria Decision Making (MCDM) melalui integrasi Fuzzy Analytical Hierarchy Process (Fuzzy AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Fuzzy AHP digunakan untuk memperoleh bobot kriteria berdasarkan expert judgement yang mengandung ketidakpastian, sedangkan TOPSIS digunakan untuk memeringkat alternatif kebijakan berdasarkan kedekatannya terhadap solusi ideal. Penilaian dilakukan dengan melibatkan regulator pemerintah, akademisi, produsen kendaraan, dealer, dan pelaku secondary market. Alternatif kebijakan yang dievaluasi meliputi vehicle deregistration, vehicle inspection, data integration system, Extended Producer Responsibility, economic incentive, take-back system, dan dismantling facility. Hasil penelitian diharapkan dapat memberikan rekomendasi prioritas kebijakan yang mampu memperkuat tata kelola ELV, mendorong circular economy, meningkatkan pemulihan nilai kendaraan, serta mengurangi dampak lingkungan dari kendaraan akhir masa pakai di Indonesia.

The increasing number of End-of-Life Vehicles (ELVs) in Indonesia presents environmental, economic, social, and regulatory challenges, particularly due to the absence of a dedicated regulatory framework governing refurbishment and product recovery activities. This study aims to analyze the regulatory gap between Indonesia and benchmark jurisdictions, namely the European Union, Japan, South Korea, China, and Malaysia, and to determine the most relevant policy priorities for supporting ELV refurbishment regulation in Indonesia. The research applies regulatory gap analysis and Multi-Criteria Decision Making (MCDM) through the integration of Fuzzy Analytical Hierarchy Process (Fuzzy AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Fuzzy AHP is used to derive criteria weights from expert judgements under uncertainty, while TOPSIS is applied to rank policy alternatives based on their closeness to the ideal solution. The assessment involves government regulators, academics, vehicle manufacturers, dealers, and secondary market actors. The evaluated policy alternatives include vehicle deregistration, vehicle inspection, data integration system, Extended Producer Responsibility, economic incentive, take-back system, and dismantling facility. The expected results provide policy recommendations to strengthen ELV governance, support circular economy implementation, retain vehicle value, and reduce environmental impacts from end-of-life vehicles in Indonesia.
