Abstract
Urbanisasi kawasan perairan menuntut perubahan paradigma dari pembangunan berbasis daratan menuju pendekatan yang mengintegrasikan aspek ekologis, sosial, budaya, dan infrastruktur. Permukiman Suku Bajo di Pulau Kabalutan menghadapi tantangan berupa perubahan iklim, kenaikan muka air laut, keterbatasan infrastruktur dasar, serta kebutuhan mempertahankan identitas lokal. Perancangan ini bertujuan merumuskan habitat komunitas berkelanjutan melalui penerapan Urbanisme Akuatik pada skala komunitas. Perancangan ini menggabungkan teori Urbanisme Akuatik, pendekatan sosio-ekologis, Force-based Framework, dan metode desain Regionalisme kritis untuk menerjemahkan karakter lokal ke dalam strategi perancangan. Hasil perancangan berupa reorganisasi kawasan berbasis klaster kekerabatan, pengembangan hunian modular adaptif, peningkatan sistem utilitas, serta penyediaan fasilitas publik yang terintegrasi dengan ekosistem perairan. Rancangan mempertahankan pengetahuan lokal masyarakat Bajo sekaligus meningkatkan kualitas lingkungan permukiman melalui sistem yang lebih adaptif, resilien, dan berkelanjutan. Perancangan ini diharapkan dapat memberikan kontribusi dalam pengembangan habitat komunitas perairan yang mampu menjawab tantangan urbanisasi, perubahan iklim, dan keberlanjutan ekosistem laut tanpa menghilangkan identitas lokal.

Urbanization has expanded into aquatic environments, requiring a shift from land-based planning toward an integrated approach that considers ecological, social, cultural, and infrastructural systems. The Bajo settlement on Kabalutan Island faces challenges related to climate change, sea-level rise, limited basic infrastructure, and the preservation of local identity. This project proposes a sustainable community habitat by applying the principles of Aquatic Urbanism at the community scale. The design methodology combines Aquatic Urbanism, a socio-ecological approach, the Force-based Framework, and Critical Regionalism to translate local characteristics into architectural and urban design strategies. The proposal reorganizes the settlement through kinship-based clusters, adaptive modular housing, improved utility systems, and public facilities integrated with the aquatic ecosystem. The design preserves the Bajo community's local knowledge while enhancing environmental quality through a more adaptive, resilient, and sustainable settlement system. The project is expected to serve as a reference for developing water-based community habitats that respond to urbanization, climate change, and marine ecosystem sustainability while maintaining local identity.
