Abstract

Permasalahan pengadaan jasa konstruksi jalan dan jembatan tidak hanya berkaitan dengan pemilihan penyedia jasa konstruksi, tetapi juga pengelolaan rantai pasok material yang sering mengalami ketidakpastian pasokan, fluktuasi harga, dan mutu material yang tidak seragam. Penelitian ini bertujuan untuk mengidentifikasi kebutuhan stakeholder serta mengembangkan Framework Regional Supply Chain–Framework Agreement (RSC-FA) pada pengadaan jasa konstruksi jalan dan jembatan di Provinsi Jawa Timur. Penelitian menggunakan pendekatan kualitatif eksploratif melalui wawancara semi-terstruktur kepada Pejabat Pembuat Komitmen (PPK), vendor, dan Unit Kerja Pengadaan Barang/Jasa (UKPBJ). Data dianalisis menggunakan thematic analysis dan framework yang dikembangkan divalidasi oleh UKPBJ serta disempurnakan melalui evaluasi monitoring vendor. Hasil penelitian menunjukkan bahwa kebutuhan stakeholder dapat disintesis menjadi tujuh elemen utama, yaitu Two-Tier Structure, Vendor Prequalification, Vendor Zoning, Call-off Mechanism, Mandatory Sourcing, Price Adjustment Clause, dan Monitoring Vendor. Berdasarkan kebutuhan tersebut dikembangkan Framework RSC-FA yang memperoleh tingkat penerimaan tinggi dari UKPBJ dengan nilai rata-rata 4,22. Penelitian ini juga menghasilkan Framework Monitoring Vendor sebagai instrumen evaluasi kinerja vendor. Penelitian menyimpulkan bahwa Framework RSC-FA mampu mengintegrasikan pengelolaan vendor material, kontrak payung, dan monitoring kinerja vendor dalam satu sistem yang mendukung efektivitas, transparansi, dan keberlanjutan pengelolaan rantai pasok material konstruksi.

Procurement issues in road and bridge construction projects are not only related to the selection of construction contractors but also to the management of material supply chains, which are often characterized by supply uncertainty, price fluctuations, and the absence of a sustainable vendor evaluation mechanism. This study aims to identify stakeholder needs and develop a Regional Supply Chain–Framework Agreement (RSC-FA) for road and bridge construction procurement in East Java Province. This study employed an exploratory qualitative approach through semi-structured interviews with Contracting Officers (PPK), vendors, and the Procurement Services Unit (UKPBJ). The data were analyzed using thematic analysis, while the developed framework was validated by UKPBJ and refined through the evaluation of a vendor monitoring mechanism. The results indicate that stakeholder needs can be synthesized into seven key elements, namely Two-Tier Structure, Vendor Prequalification, Vendor Zoning, Call-off Mechanism, Mandatory Sourcing, Price Adjustment Clause, and Monitoring Vendor. Based on these needs, the RSC-FA framework was developed and achieved a high level of acceptance from UKPBJ, with an average validation score of 4.22. This study also developed a Vendor Monitoring Framework as a tool for evaluating vendor performance. The study concludes that the proposed RSC-FA framework integrates material vendor management, framework agreements, and vendor performance monitoring into a single system that supports the effectiveness, transparency, and sustainability of construction material supply chain management.
