Abstract
Kapal patroli memiliki peran penting dalam mendukung pengawasan, keamanan, penegakan hukum, dan respons cepat di wilayah perairan, sehingga diperlukan penilaian kesiapan operasi yang objektif dan terukur sebelum kapal digunakan. Penelitian ini bertujuan untuk mengembangkan sistem Operational Readiness Assessment berbasis web untuk menilai kesiapan operasi kapal patroli berdasarkan kondisi teknis sistem utama kapal. Sistem yang dinilai meliputi hull and structure system, machinery and energy supply system, propulsion and steering system, serta navigation, communication, and safety system. Metode Analytic Hierarchy Process digunakan untuk menentukan bobot kepentingan setiap sistem, sedangkan metode Simple Additive Weighting digunakan untuk menghitung Operational Readiness Score berdasarkan skor inspeksi yang telah dinormalisasi. Hasil pembobotan AHP menunjukkan bahwa hull and structure system memiliki bobot tertinggi sebesar 0,2785, diikuti oleh propulsion and steering system sebesar 0,2555, machinery and energy supply system sebesar 0,2395, dan navigation, communication, and safety system sebesar 0,2264. Hasil perhitungan SAW menghasilkan Operational Readiness Score sebesar 94,61%, sehingga kapal termasuk kategori Ready berdasarkan nilai ORS. Namun, evaluasi Critical Item Threshold menunjukkan adanya beberapa item kritis dengan skor 1, sehingga status akhir kesiapan operasi kapal diklasifikasikan menjadi Not Ready. Sistem berbasis web yang dikembangkan mampu menampilkan input inspeksi, perhitungan ORS otomatis, status kesiapan kapal, evaluasi critical item, serta riwayat penilaian. Dengan demikian, sistem ini dapat membantu penilaian kesiapan operasi kapal patroli menjadi lebih terstruktur, transparan, dan berbasis data.

Patrol vessels play an important role in supporting surveillance, maritime security, law enforcement, and rapid response operations in territorial waters; therefore, an objective and measurable operational readiness assessment is required before deployment. This research aims to develop a web-based Operational Readiness Assessment system to evaluate patrol vessel readiness based on the technical condition of the vessel’s main systems. The assessed systems include the hull and structure system, machinery and energy supply system, propulsion and steering system, and navigation, communication, and safety system. The Analytic Hierarchy Process method is used to determine the importance weight of each system, while the Simple Additive Weighting method is applied to calculate the Operational Readiness Score based on normalized inspection scores. The AHP weighting results show that the hull and structure system has the highest weight of 0.2785, followed by the propulsion and steering system with 0.2555, the machinery and energy supply system with 0.2395, and the navigation, communication, and safety system with 0.2264. The SAW calculation produces an Operational Readiness Score of 94.61%, which classifies the vessel as Ready based on the ORS classification. However, the Critical Item Threshold evaluation indicates that several critical items received a score of 1, causing the final operational readiness status to be classified as Not Ready. The developed web-based system is able to display inspection input, automatic ORS calculation, readiness status, critical item evaluation, and assessment history. Therefore, the proposed system can support patrol vessel operational readiness assessment in a more structured, transparent, and data-driven manner.
