Abstract
uas Jalan Malang–Batu (Karanglo – Batas Kota Batu) pada STA 81+030–88+970 sepanjang 7,940 km merupakan koridor strategis dengan tingkat mobilitas tinggi yang menghubungkan Kota Malang dan Kota Batu di Provinsi Jawa Timur. Tingginya volume lalu lintas serta kondisi geometrik dan lingkungan jalan berpotensi meningkatkan risiko kecelakaan apabila tidak didukung oleh infrastruktur jalan yang laik fungsi dan berkeselamatan. Penelitian ini bertujuan mengevaluasi kelaikan fungsi ruas jalan tersebut menggunakan metode pemeringkatan bintang berdasarkan Peraturan Menteri Pekerjaan Umum Nomor 06/P/BM/2024 tentang Petunjuk Teknis Uji Laik Fungsi Jalan dengan Pemeringkatan Bintang. Penelitian dilakukan melalui survei lapangan dengan pengisian formulir Uji Laik Fungsi Jalan (ULFJ) sesuai Permen PUPR No. 06/P/BM/2024. Penilaian dilakukan terhadap atribut keselamatan jalan yang mencakup aspek geometrik, kondisi perkerasan, perlengkapan jalan, tata guna lahan, fasilitas bagi pengguna jalan rentan, serta manajemen dan rekayasa lalu lintas. Data hasil survei kemudian dianalisis untuk menentukan skor dan kategori pemeringkatan bintang pada setiap segmen jalan. Hasil evaluasi menunjukkan nilai rata-rata Star Rating Score (SRS) sebesar 7.50, sehingga kondisi eksisting Ruas Jalan Karanglo – Batas Kota Batu (Karang Ploso) STA 81+030–88+970 termasuk kategori bintang 3, dengan seluruh 80 segmen berada pada kategori tersebut. Berdasarkan hasil tersebut disusun rekomendasi penanganan berupa perbaikan marka dan perkerasan jalan, pemasangan rambu lalu lintas, penyediaan fasilitas Zona Selamat Sekolah (ZoSS), pemasangan warning light, serta rumble strips. Perhitungan volume pekerjaan menghasilkan Rencana Anggaran Biaya (RAB) sebesar Rp 1,331,048,161.00, yang selanjutnya menjadi dasar penyusunan Rancang Bangun Rinci (Detail Engineering Design/DED) sebagai acuan peningkatan keselamatan dan kelaikan fungsi ruas jalan.

The Malang–Batu Road (Karanglo – Batu City Boundary), located between STA 81+030 and STA 88+970 with a total length of 7.940 km, is a strategic corridor with high traffic mobility connecting Malang City and Batu City in East Java Province. The high traffic volume, combined with variations in road geometry and roadside environment, may increase the risk of traffic accidents if not supported by road infrastructure that meets roadworthiness and safety standards. This study aims to evaluate the roadworthiness of the road segment using the Star Rating method based on the Regulation of the Minister of Public Works Number 06/P/BM/2024 concerning the Technical Guidelines for Road Worthiness Testing Using the Star Rating Method. The study was conducted through field surveys by completing the Road Worthiness Test (RWT) assessment forms in accordance with the regulation. The evaluation covered road safety attributes, including geometric design, pavement condition, road facilities, land use, facilities for vulnerable road users, and traffic management and engineering. The collected data were analyzed to determine the Star Rating score and category for each road segment. The evaluation results indicate an average Star Rating Score (SRS) of 7.50, classifying the existing condition of the Karanglo – Batu City Boundary road segment (STA 81+030–88+970) as a 3-star road, with all 80 segments falling within the same category. Based on these findings, technical improvement recommendations were developed, including pavement marking improvements, pavement rehabilitation, installation of traffic signs, provision of School Safety Zone (ZoSS) facilities, installation of warning lights, and rumble strips. The estimated work volume resulted in a total cost estimate of IDR 1,331,048,161.00, which subsequently served as the basis for preparing the Detailed Engineering Design (DED) to support the implementation of road safety and roadworthiness improvements along the evaluated road segment.
